Stairs require 6 blocks to craft, but each stair is only 3/4 of a block. Doing the math, you'd think you should get 8 stairs, not 4. Even if you made the valid argument that quarters of blocks sawn off cannot be recombined into extra stairs, the current recipe should still give you 6 stairs.
Not to mention the recipe right now is rather odd. Stairs don't have 3 steps per unit, they have 2. If the recipe was just 3 blocks in a corner, it would look better and make more sense to give the player 4 stairs (or 3, see above). I'm guessing the current recipe is so players don't waste materials on stairs they don't need by accident, or so they need tables to make them.
I know wood, cobble, and sandstone stairs are cheap. This is really for recipes with things like quartz, where you might want to be a bit more conservative. Just a thought.
Quartz is not rare. It's pretty much the only ore that spawns in an entire virtually-unlimited dimension, and not only that it's entirely surrounded by blocks that are very easy to break using low- or mid-tier tools as the baseline (ie, wood or stone). Iron, diamond, and enchanted picks are basically OP there, often causing more trouble when using them.
Keep in mind also the hidden lava. Maybe quartz is not the best example, but the idea still stands because doors and other common building items have also been given new crafting recipes to account for the volume-in to volume-out ratio. Stairs are still giving you only 50-70% of what the volume merits, and the recipe could easily be halved in size.
I've thought about this for a while, and though I don't think it's that big of a deal, getting more/better bang for the buck is always nice, whether changing the recipe, output, or both.
I'm fine with it giving 6 stairs. That would be a good compromise. Plus then it makes building math easier because you put 6 blocks in and get 6 out.

This way making stairs is more convenient, realistic, and mathematically correct. I still believe that many othe rcrafting recipies should be fixed. I really don't like the fact that trapdoors and fences are made differently based on the material.

Support. Stair (yield 4) should really be 3 blocks on 2x2 grid with upper right spot empty. Or at the very least yield 3.
