I like the idea, but it definitely will not be in 1.13. They are almost done with that update. Anyway, is dust the only thing? What about repeaters, comparators, r-torches?
I have an idea for the 1.13 update, could redstone stick to the side of slime blocks.
Does this replace or supplement the current behavior where Red Stone Dust [RSD] on adjacent blocks at 1 Y-level will connect and appear to run down the side of a block?
If replace: would RSD need to be placed on each vertical block side (doubling the cost for running a line up a stair step)?
If suppliment: how would the two types of visual RDS be distinguished?
Would RS lines on the top and side of a block be default isolated or connected? how would this be achieved? how would the non-default state be invoked?
How would each of the other RS components react to RSD on the side of a block on whcih the component was placed?
…on the side of a block next to the one on which the component was placed.
If "redstone" in "redstone stick to the side of slime blocks" is taken as generic (rather than an abbreviation for RSD), similar questions arise for each of teh non-full-block components (ie. could a repeater be placed on the side of a block only vertically, only horizontally, both? would the orientation chage behavior? if so, how so?)

your title needs work. but as for the idea itself it sounds good.
