Why don't you just put in 9 coal? It would waste coal, unless you had nine times as many smeltables.

Your right this idea wouldn't work for the current furnace we have now but, if new furnaces are made which would allow for 3 x 3 blocks of 64 to be smelted then it would work.
And I changed the post to make 2 x 2 CoalBlocks instead; which if you want to smelt 64 block you'd only need 2 CoalBlocks instead of 8 coal.

What i meant was, having 4 pieces of coal would be more efficient, as it would only burn one at a time, and wouldn't continue burning the coal.
Nine pieces of coal to make a coal block wouldn't work because 1 coal smelts about 8 pieces of [] . 9x8=72. Nobody is gona sit around waiting until the furnace smelts the stack of 64 then put in some more. 4 pieces would work better because 4x8=32. 32 is half a stack, therefore making things balanced.
