This is a simple idea. Allow Prismarine, Dark Prismarine, Prismarine Bricks and Sea Lanterns to be crafted into pressure plates, which act much like wood, stone, iron and gold ones, *but* which don't block the flow of water.
pressure plates in the sense that the behaviors would be identical with the exception of the new pressure plates being placeable in water/staying in place and remaining functional when water flows over them? [If this is the case, sufficient detail is provided by reference. ]

As a practical matter, there may be coding (and/or 'political') issues with implementing this, but being able to use a form of pressure plates in a water stream/under water would open up interesting possibilites.
One objection likely to be raised is that the materials you have chosen are all available only through/from ocean monuments which will tend to make these mid-/late-game items (depending on the seed and ones personal development priorities).
[I do not see this aspect as objectionable, but — as an alternative should many others disagree (and which would preserve the aquatic nature of the raw materials) — coral is noted as coming in four different colors and generating "in warm ocean biomes" (q.v. LINK) .]
Would pressure plates made from sea lanterns retain the light giving aspect of the raw material?
