First you need a nozzle:

Then you can craft the Fire Extinguisher = bucket of water = nozzle

you can also use lava and milk.
Uses:
Fire extinguishers put out fire with more control, better than punching the fire or dumping on water.
lasts a long time then it is useless and dropped like a broken tool.
If loaded with lava, you can spray mobs and they catch on fire.
Lasts half as long as one with water.
If loaded with milk, it sprays wiped cream and you can blind mobs. This makes them passive for a few seconds. if sprayed on cake each slice heals one more heart than normal. Can not spray continually like water or lava. can be used 15 times.
a bucket has the same features: it can hold water which cant be put on flames to put them out. It can hold lava which you can throw on a MOB to catch it on fire to kill it

While I would love a means to put out fires that start, GeneralReeves speakes the truth.

with afire extinguisher you can put out a fire easier because if you dump water you will get a river. fire extinguishers leave no water behind and can be sprayed in all directions. but i do agree that you could just dump lava on mobs.
this is how i visualised how the fire extinguisher would work
This would be a useful item as I have had countless occasions where I try to make a controlled forest fire to clear land but they end up going out of control and it is near impossible to stop them. The fire extinguisher would create a safe guard and an easier way to put out the fire. The extinguisher has a range of eight blocks where the end of the spray is a five by five square and it lasts 120 seconds, but the last 3 second decreases the pressure so the player knows when it is empty and when the timer runs out, it will break. When the spray hits a solid object like wood the spray will stop but when it hits leaves, the spray will go through because if the spray stopped on leaves the fire would be able to continue over the tops of the trees.
When the spray connect to a block it will change the block’s texture to white but it can’t be harvested for snow balls because it still the block before, the snow will stay in position for 3 minutes then turn to its original state, when it changes back it will leave a snow covering so players can make an artificial snow environment but the snow cannot be harvested for snow balls.
When the block it changed to snow, fire cannot burn it so the player can create a barrier around the fire to control it. Also the fire extinguisher can be used as a weapon as if the spray is held on an enemy for five seconds, the enemy is frozen for fifteen seconds. The player can carry one per slot

If the river is the problem, then why don't you just... pick up the water again?

Darn, I thought that I was a genius for thinking this up. At any rate for those of you saying that this need is already filled by the bucket try to put out a large scale house fire with one or a large forest fire. Even if you carry two, and really who has enough inventory space, on your person you still have to ran back and forth between the water source which might not be in easy reach.
Maybe it could put out the entire block you use it on and make it unburnable for a few seconds? Somewhere between 2 and 10 would be best. This would allow you to create a miniature fire break.
