This new block would essentially be a stair block only turned 180 degrees vertically. Crafting said block would be similar to crafting a stair, only upside down. Materials for crafting would be the same for normal stairs ie wood and cobblestone.

New Tree Growth Dynamics:
I think it would neat if trees grew in several steps. For example after planting a sapling a new tree would sprout in several minecraft days, as it does currently. The first growth would be a small tree, perhaps several wood blocks tall.
If said tree isn't cut down within 3 or 4 additional minecraft days there would be some percentage chance the tree grows an additional wood block.
If the tree isn't cut down for another additional 3 or 4 minecraft days the tree grows again. Perhaps trees have 3 rolls to grow in this manner. I imagine exploring the world to find untouched forests with massive canopies filled with very large trees.
As long as dynamic meant dynamic. Having every tree upon a pristine shore at maximum height is hardly dynamic. Have it so that each tree is planted with a growth seed of 0~3. 0 means 1 growth, 1 means 2 growths, 2 means 3, and 3 means 4 growths.

Wouldn't it just be easier to place the blocks in said order, instead of having to craft it?
For example, let's say you're making a roof.
1st example: (Your idea)
Using your idea, you craft the wooden upside down stairs and place them. But lets say you mess up. You would then have to delete the wooden upside down stairs, and you wouldnt get as many resources back. So in essence, you lost resources.
2nd example: (How it's done)
Without the stairs, you can just place wooden-plank blocks in that shape on the ceiling. Even if you mess up, you can just delete an individual block and fix it.
