for now, the water is only used in agriculture so these suggestions are almost pointless, but I do hope the water will be more important in the future (eg for drinking, livestock watering, baths, consumed in some crafts...), so read this thinking about water like a precious ressource to save...like in real life.
I never liked the idea of a "source" block, and I think it would be better if the water acted normally (eg : if you fill a 2*1 hole with a bucket of 1*1 water, then the hole will be half-filled).
Thus, the actual spring system will have little changes :
-natural spring block is a technical block wich looks like water and makes a little crack appear on nearby blocks (like if the water was coming (seeping ?) from it)
The idea is that players have to be near rivers, sea borders or natural springs to have water, and will have to spare it if they want to travel.
But I won't remove the ability for the players to create their own water (especially in creative mode, lots of haters incoming ), so here is some suggestions :
-dew collector : creates a layer of water each morning (except in hot biomes in wich the effect is slowed (only 1 layer / 2 days)
-pipe : players can connect pipes to a source of water and send it wherever they want.
+ tap / fountain : at the exit of a piple, one can place a block, and then a tap. If the tap is placed upward or downward, it will look like a discreet fountain pipe (2 or 3 pixels large).
If you have a suggestion or if there is any other problems caused by this idea, please let me know.

I actually love this idea a lot. A lot of people might complain that this is "not minecraft", but adding this realism would really improve the game. Whenever there is a 2 by 1 hole of water, both blocks are half filled. Whenever you place a block on one half, the other half gets fully filled. The only problem would be mob farms. However, people would find new creative ways. Update 1.14 stated they would implement new water physics. Hopefully, they will do something like this.
Well, they're already changing water in a way that'll break most water-related builds, so that isn't a reason not to add this anymore! I do like this idea, although I have some additions to it. Water that spawns naturally as part of rivers or oceans will be infinite (which could pose some new threats like drowning if you break into the ocean while in a cave), acting somewhat like it did in early early Minecraft. Water that spawns in pools or as structures, or placed by players, will be limited. Additionally, creative players will have access to an infinite water bucket. These additions would both help with lag (imagine how horrible keeping up with the oceans water supply, yikes), and just be easier to play with. Otherwise, support!
Yeah, I doubt they will ever rework the water system that much. Plus, the "balancing" thing you suggest... not happening. Imagine the strain on not just single player, but servers also, if someone built a dam and broke it. ain't happening.

Yeah, I doubt they will ever rework the water system that much. Plus, the "balancing" thing you suggest... not happening. Imagine the strain on not just single player, but servers also, if someone built a dam and broke it. ain't happening.
It is happening. In fact, the main purpose of update aquatic 1.14 is to change the water physics. You can complain all you want but it won't do any good.

From what Jens stated a couple of weeks ago in a live stream, Mojang is scaling back their water physics changes, so that non-solid blocks can be manually made into source (submerged) blocks, but the other features they showed off (such as water flowing through fences, etc.) are not going to be implemented. Existing builds and farms should largely be unaffected by the planned changes, according to Jens.
