For some mapmakers, mobs just aren't able to be customized enough. I wanted to make Snow Golems that would throw snowballs at players, but I wasn't able to. If we had a HostileTo tag, we could make all kinds of mobs hostile to players and other mobs. This would also be extremely helpful for when a youtuber wants to make a mob battles video.
The command would go something like this:
A zombie that attacks everything but players: /summon zombie ~ ~ ~ {HostileTo:["!player"]}
A Snow Golem that attacks only players and chickens: /summon snowman ~ ~ ~ {HostileTo:["player","chicken"]}
I'm not sure if my current command format would cancel out the mobs that the mob you are summoning is automatically hostile to (or even if my command format is correct) but it's the idea that counts. What to you guys think about this idea? I'd love to know!

Having a way to do this on a specific level would be awesome, but I do believe we have the ability to add mobs to teams. Mobs/players on the same teams would not aggro each other, but I dunno if this would impact any pre-existing MvM or MvP relationship (those seem like they'd be hardcoded).
This would be very useful to mapmakers. While teams might make mobs not attack eachother, this would let you choose when mobs attack in a dynamic way (ex: say you wanted a killer sheep who attacks players and cats).
I feel like using scoreboard teams would be a bit more versatile than a tag. Especially considering this tag only takes into account the species of whatever you want a mob to kill, not what kind of Villager career they have or any other attributes the player might be able to check for using scoreboard teams.

/scoreboard teams add <team name>
/scoreboard teams join <team name> <entities joining team>
Not only does this allow you to easily pick and choose any entities to fight any other entities without being limited to only species checks, but it also currently has some functionality in the game. (Mobs on the same team will not attack each other, e.g, a Zombie will not kill a Villager on it's team.)
The only functionality that needs to be added is that mobs on Team A will automatically attack mobs on Team B regardless of any behavior they would have if they were on no team. (Currently Zombies on Team A do not automatically attack Zombies on Team B, although they might kill Villagers on Team B and vice versa.)
TL;DR: Mobs currently do not team kill, but they won't decide to kill otherwise friendly mobs on other teams. Adding in this functionality would make strategy games very easy to create.

This works to stop mobs from attacking each other. However, what if I wanted a normally passive mob to attack me? Is it possible? I tried to make a snowman on team "TWO" and myself on team "ONE", but even in survival mode it did not throw snowballs at me.... Is there any way to make this happen?

So basically, you can STOP mobs from attacking each other, but not make them attack each other if, in default, they wouldn't? Well, if you figure out how to make them attack each other, drop me a message. A snowball fight where golems threw the snowballs would be EPIC. Thanks! I'll definitely be able to make your scoreboard advice useful.

I agree and it would be pretty hilarious having a parrot try and attack you. Maybe if a normally passive mob is hostile, they just follow the player within range instead of attacking.

I had the same idea, but with a "AfraidOf" tag in addition.
