Well, I am expanding on to some of the other ideas I have seen on the forum.
To start off, we got a very small basic boat. Only one person can fit in it, let's say we expanded that boat. To maybe two people, or three or four or more!
For starters, in real life. Most civilized people buy boats, were do they come from?
Shipyards. The basic boat we have now is easily craftable with a work bench. Let's say we needed a ship launcher. Something were you have different blue prints for different boats. You will have to learn how to built certain parts for certain parts of the boat. Once you get all the pieces of the boat put together and ready, there you can launch the boat with a switch off to the boat launcher. The launcher is a ramp with the boat you just built sitting on it.
Now, in order for this to work. You will need to have Oceancraft to have a go.
Now this is very basic. Il move on to the crafting and the docks.
Boat crafting table
This enables you to a 6X6 crafting screen.
From there you can make different pieces of the boat.
Now, these have to be placed on a slanted slope.
For an example. = Boatlauncher/ramp = Material ramp is placed on.
Well, ramps are built up on a slant to launch the boat. Each ramp piece added onto another slant piece enables the boats to get bigger and bigger.
Sails = Color of cloth for sail
This makes one sail. You need 5 or so sails to make one mast. You will need rope to do this with wood.

Twine is craft able from vine. Vine you can find in the forests. You can use a axe or something to chop it down.
Masts

This is a part of the boat.

You can sail to a certain speed with wind, so if there is very little wind speed. There is very little movement.
There will always be some speed of wind. Wind will never stop.

You right click the fuse to launch the cannonball in it.

This is minable with iron or higher.
You need to right click this to the barrel of the cannon to load it.
Bigger ships will enable you to walk around them when there parked. Other then that, you have to sit down in able to move.
The bigger ships will have to be placed in deeper water. Then to get them use the the smaller more 1-4 people boats. These can be put onto the ships decks. Thus, you can stop the boats, right click them to deploy them off the ship. To bring them back on, right click it again.
Damage
You will need repair kits to fix the damage of the boat. The driver of the boat has a HUD on his screen displaying the amount of heats the boat has. When a boat is broken, it will sink to the bottom of the ocean. This is why I used Oceancraft as part of my suggestions to this post.

Still, for some reason though the mega workbench kind of bugs me and all of the required parts. It would be nice to be able to craft all of the parts needed on one giant workbench for it to work, but it gives me an irky feeling, since I normally do not like giant workbenches dedicated to large machines/vehicles. It's probably because you can only build one type of boat and not go full-blown creative on it, you know, with iron blocks, obsidian and dyed wool and what not.

The more parts you add the different types of ships you get.
The bigger ships also can have a room were you can build on when it's parked. Thus you can sleep in it.
The reason it's so many materials is because it should show you put work into getting it.
I think this idea is great!
I tried explaining my own boat idea where you make individual pieces and put them together on a differentiated crafting bench to make larger boats but everyone thought the "modular" boat idea was better (didn't like the idea of modular boats myself).
Although you might have to give up on being able to "walk around" on boats because sometimes on simplistic games if one object is moving and the other object isn't attached to it them it sort of "slides off" because you stay standing in place while it moves beneath you. However just having "stations" that each person attaches to and has different roles should work just fine (crows nest, gunner, captain, etc).
Keep up the good ideas, I for one think that larger ships would immensely contribute to minecraft's appeal.
