While trying to create adventures maps, I was worried by the lack of RP when it comes to the reading : you're forced to use a chest to store the books ; even if the text you wanna give to the player is short you'll need to give him a whole book, the bookshelves are just a decoration...
Here are my suggestions to make minecraft writing/reading system better :
The writable paper item (crafted with 1 paper, 1 ink and 1 feather) is like a writable book, but with fewer room to write (~140edit : 256 letters only)
When crafting a bookshelf block, it will be empty. If you have a book in hand and you left click on the bookshelf block, then your book will be placed inside. If your hand is empty and you left-click on a book placed in a bookshelf block, then you'll take the book.
Enchanted books should be recognisable. I personnaly think it should be a colored drawing on the spine, but I await your ideas !
The title of the books could appear on the spine of their "in shelf" texture
Books can be colored to appear differently in the shelves.
Additionnal ideas to discuss :
Shelves can also store discs ?
What would trigger the enchanting table upgrading effect ?

The folder is an item wich can be placed and removed from a shelf like a regular book, but when you left-click while having it in hand, a chest-like inventory will appear in order to let you put paper in or out.
A page of a book can be ripped off, so it becomes a writable paper. It would be useful in maps, for example if the bad guy stole an important information.

If you put 3 classic books in a bookshelf, it will turn back into the original texture, so builder's not gonna hate
I think that this is a very interesting suggestion! There are just a few things I would like to suggest. First of all, maybe call the writable paper a not, as it seems to fit the item a little better. Also, I really like the concept of using bookshelves as storage, but wpuld it affect enchanting at all? Would you have to fill it with books to work, or would an empty bookshelf do the trick? Otherwise, I definitely support this suggestion!

IIRC there are Mods that allows bookcases to act as storage (Or maybe I'm thinking of server plugins), so in theory it can't be that hard to add the feature to Vanilla. If memory serves me right - the mod/plugin relies on the bookCASE to affect enchanting.. even if it's empty, the level still adjusts as you place more bookcases.
I would guess it would be too difficult to check each bookcase to see how many books it is holding to determine how much the table enchanting level should be adjusted by.
The OP doesn't state a limit the bookcase can handle - but if it's multiple books each bookcase can hold then the game would have to check all the bookcases around the table to see how many books each one contains...
It'll then have to divide '30' (max enchanting table lvl) by the maximum number of books that could be possibly stored,
Multiply by how many books HAVE been found stored..
then adjust the enchanting table lvl appropriately - meaning you could end up with a table with some ridiculous valve of 21.75 or whatever
I agree though - bookcases SHOULD be able to store books &/or discs & not be just 'decorative' & I like the idea of the 'note'
A book in total is 12,800 characters long, and only has 50 pages. 12,800/50 = 256. We should make the paper have the capacity of 256 characters, mathematically.

Your idea has nothing that makes me want to not support. And a lot of people post ideas about finding books with stories in them and all that crap, which doesn't land as a good idea since Minecraft isn't a story-based game.

This suggestion is great! I've always wanted the bookshelves to hold books. I like the way you've made them store it: not like a chest, but direct and intuitive. However, I think you should place and grab books with the right-click button by default.

I'm not sure what the limit is (I've seen at least one with 5), but 2's and 3's are common.

I don't see a great deal of utility behind this, but neither do I see any obvious way it can be exploited.

Would removing a page shorten the length of the maximum text for Book & Quill? [If not, books become infinite notepads. Ugh! Even if it reduces the text proportionately, this wouild give 50 notes per book. Still Ugh! ]

In order to preserve the current gameflow, the item needs to require leather, cane/paper, and wood ie be a bookSHELF.
If the book storage [bookCASE] needs only wood (for example) boosting an enchanting table becomes much easier.
Keeping the functionality of the bookCASE (a specialized storage item) separate from that of a bookSHELF (which only boosts enchanting tables aside from decoration) would be the simplest means of preserving the current "balance".

No indication of the capacity of the bookCASE is given, nor are there crafting recipes for either this or Writable Paper.
Both of these pieces of information would be helpful in assessing the parts of the proposal.
For bookCASE capacity, especially if it is to give a visual representation of what it contains, I'd suggest not more than 9 items (4 would be better).
