This gives to the player a special block, which can be placed anywhere, but cannot not broken in survival -- not with any tool, not by any explosion. The block can be pushed or pulled by pistons and sticky pistons, but that is the sole and exclusive way to move it.
Using a flint and steel on this block sets off a timer, then creates an explosion with the strength of a charged creeper explosion. Then, a one block wide, two block tall portal appears above it.
Through this portal is a newly created dimension. When new, it is very tiny, consisting of 3x3x2 air blocks, surrounded by an infinite number of barrier blocks above and to the sides, with one piece of bedrock below the center. Any player or mob which moves through the portal appears above this bedrock block. Falling out the bottom of this world teleports the player back to the portal from which he came.
The private dimension can be expanded. To do so, one must build below it a large hollow cube of emerald blocks, filled with many live bats, then use flint and steel on the portal block. Again, this sets a timer, then there's a violent explosion. This time, it also erases the cube of blocks, and the bats. For every bat that was in the cube, one barrier block in the private dimension is replaced with air (and perhaps the bat?). The removed barrier blocks are those which are closest to the spawn point, using pythagorean distance (not taxicab distance), so the private dimension will form a hemisphere.
If the one bedrock block in private dimension receives redstone power, then mobs can spawn in there.
Non-boss mobs can move through the portal. Hostile mobs cannot move through the portal unless the block of redstone in the private dimension has redstone power.
Blocks cannot be placed in, or pushed into, the portal.
Water or magma flowing through the portal extinguishes it, but only if there are no players inside the private dimension.
To reduce griefing on multiplayer servers, players cannot place beds in private dimensions. There's no explosion, but the bed gets deleted.
This could of been a well thought out and interesting suggestion about incorporating in the pocket dimensions mod to Minecraft, adding in more customization along the way. Instead, it's about herding bats with emerald blocks.

The idea of incorporating the pocket dimensions mod into Vanilla Minecraft is a good idea, but expanding the world should be handled a different way, or not require expansions to begin with.
I almost don't feel like I can add anything relevant to this discussion that hasn't already been said, but I had a few points to maybe improve this into something realistic.
As others mentioned, herding bats with emerald blocks doesn't make any sense, I think having some kind of interface on the portal block where resources could be added much like a beacon makes a lot more sense and already has some grounding in current minecraft mechanics.
Secondly while a spherical dimension is an interesting idea, wouldn't it make a lot more sense to just use a world border and then expand that? (might not work currently, I don't remember if world borders carry across dimensions.)

Can you at least make it Iron Blocks? , filled with many live bats, then use flint and steel on the portal block. What?! Why bats? Again, this sets a timer, then there's a violent explosion. This time, it also erases the cube of blocks, and the bats. For every bat that was in the cube, one barrier block in the private dimension is replaced with air (and perhaps the bat?). All those emerald blocks, for one block of private space? That seems like a waste of my time. The removed barrier blocks are those which are closest to the spawn point, using pythagorean distance (not taxicab distance), so the private dimension will form a hemisphere.

Almost all of the mechanics that go into this are random. If I was playing the game without a wiki, I wouldn't understand how to do half of this stuff. Add to that the fact that the private dimension is incredibly underpowered for it's cost. Why would I bother with this when I can get much more "private" space by going far away from spawn or by building in the sky?
