Why would you throw a brick at glass if you can just break it with your bare hands?
If projectiles would damage glass, we could make better traps.
Dispenser breaks glass causing sand above it to fall.
Dispensers are powered by redstone... falling ceilings are now powered by redstone without needing to be edited in.

Riots happen, people throw bricks, windows break.
In Minecraft, you have a perfectly good brick, but there is no use for it aside from a complicated method of making Brick Blocks.
