How about "normal torches turn off when redstone power is applied to their block"?
Then you could have rooms where the light turns on and off with a switch. That said there is not yet a good reason in the game to turn the lights off...

turn off able lights would be pretty sweet, imaging the trippy stuff with the mood lighting you can do, like a long corridor with the lights flickering, or turn on /off your mob spawner trap to edit or safely. instead of hurriedly place torches inside it and run away after you remove them. Then you could also do things like turn on which of two torches to show which one of the mine cart paths is currently being used (left / right).

Not only do redstone torches not produce enough light, neither does redstone dust! I'm all for redstone dust being paintable on walls, and being mixable with dyes for neon signs.
...that said... I would be happy with just being able to turn off torches for now. I'm guessing this won't be implemented until the lanterns update, though, where lanterns become the main lightsource.
It would probably be easier just to bump up the existing redstone torches to match the regular torch in light. There really isn't any reason for it to be less, unless the light from complex redstone circuits could be construed as obnoxious.
There's a mod for that.

I can think of many good reasons:
Roleplaying
Mob spawners
etc

Don't provide light.
Redstone torches power redstone dust and produce negligible light. They are not proper redstone-controlled light sources.

It may be a better idea to take a redstone torch and combine it into something that enhances the light.
