This suggestion focuses on allowing Resource Pack creators more with armor, keep in mind this is all just visuals, the main change would be the following:
64x64(1.8 Skin) Texture Support
With this we could have different arms/legs as well as overlays for armors, in my view it would be a nice feature to have and would allow further customization without needing a custom model with Optifine(if that's currently possible).
Full Armor Models
There's currently a neat trick you can do with the armor pants, as you've seen there are two armor layers, the second one is used for pants.
This is basically because Pants use a part of the "chest" section.
As such Mojang basically makes it use the chest section(under the Chestplate) and it includes said model part, see the first attached file.
This is a very nice feature which can be used for various things, such as clothes or giving you chest "armor" when wearing Elytra.
So please Don't remove this feature.
(the same is true for the boots supporting the pants part)
My idea is to further enhance this, instead of having two layers we now have 4, one for each piece, so diamond_helmet, diamond_chestplate, diamond_pants, diamond_shoes,with each part having the full armor overlay(in overlay order, I'd say we go from Player to Pants to Shoes, to Helmet to Chestplate) it would certainly allow for a lot of creative texture pack things.
Enchanted Armor as well as Armor put on Armor Stands does rendner Transparency Correctly.
The last one is a special idea which could help with Adventure Maps and decoration, basically, just like player heads you'd be able to make certain armor parts use player skins as texture data(maybe we also need to be able to adjust the size of armor), which could be used for various ways of decorating stuff, especially with the armor stands which can be customized into poses.
