Glow: about the same as either a normal torch, or redstone torch
Volocity and projectile effects
About 75% the volocity of an arrow. Speed is reduced by 100% when colliding with an object. Has a 15% chance of lighting wood and greenery on fire.
Possible scenarios.
When in a cave with a long vertical drop you can throw one down to see how far it goes and any possible mobs. When in a large cavern one can be shot in the air to observe any materal or mobs. When in SMP multitudes of flares can be used to make a firework show.
It would be make of some sort of canister, with gun powder and a pigment inside
Things to think about. Is this even possible with the cutrrent lighting engine? Would it make caves to easy? Are they too inexspensive to make?

sure, this is a bit modern... but they did have things like this a while ago. id say something like a normal torch light, but red, that shoots in whatever direction you shoot it, of course. it goes half the speed of an arrow,
flaregun sounds pretty great, use a ammo made of redstone?
A huge, bulky, unstackable flintlock monstrosity with a massively thick, short, octagonal barrel. Basically a cannon. But it shoots burning hunks of redstone, which possibly set mobs on fire.

I guess that sounds right. Although I'd rather have the main supply be a hunk of gunpowder that way you need to get in dangerous situations to make the flare. It would also make gunpowder useful for more then one thing. Maybe each actual flare could be a mix of GP and pigment on the outside, with redstone in the center
