My suggestion is a new gamerule by the name of blockGravity. This gamerule, true by default, once set to false will cause any blocks that are affected by gravity, like gravel, sand, red sand, anvils, and the upcoming concrete powder blocks, to no longer drop like normal. They will act like most blocks, and become unaffected by gravity.
This gamerule would be a big help for builders who want to use these blocks in their builds without the struggle of placing them in ways so they do not fall.

You know you can set up sand, gravel and such by using 2 high plants, setting sand on top and then breaking the ground beneath the plant. Sure no Gravity would be easier, but I'm not sure if we need a game rule for this.
Personally if this rule was added I'd change it to blockPhysics. When false water/lava won't flow, you could place anything on anything(such as cactus on dirt or air or next to a block) Place things like buttons in the air or at least not pop off when you break the block behind them. And of course sand not falling.

Or you could put string underneath them. String is hard to see without you paying attention.
