There's already (inactive) code for snowstorms in the real world. I suggest adapting this program feature to make the Nether more interesting. How?
Instead of snow, let there be firestorms in the Nether - swirling flakes of ash instead of frozen water, which slowly causes damage every turn the player is exposed to them. Instead of a biome-wide effect, the storms would have to be smaller, possibly mobile effects, and temporary instead of permanent.
This would give players something else to avoid, would probably look really neat, and would add interest to a relatively barren section of the game.

Mystcraft: the most fun I've had since I started playing Minecraft. Craft a Link to a new Age!
12% chance per second to set you on fire when exposed
How would you put yourself out? Doesn't water dry up in the Nether?
How do you put yourself out when you accidently walk into a fire or lava in the Nether?
You're bashing every good suggestion; the more I read your post, the less I care about your opinion. Sad but true.
Hey, dipshit. I didn't bash anything. I asked a legitimate question. There is enough risk of being set aflame as is with infinitely burning rocks and Ghasts. There doesn't need to be more chance of that. The rest were just fine as suggestions.

Possibly
60% chance per storm per block to set burnable wood and cloth based objects on fire when exposed
30% chance per storm per block to set netherrack on fire when exposed
12% chance per second to set you on fire when exposed
This isn't an RPG. There aren't turns as such. A set damage per time period is needed.

But the storms could do damage as though they had put you on fire...
