My idea behind this is to create tools made of water.
Outside of water they would have the strength of wood, but if your completely underwater (Where you would normally mine slower) the tools will still mine as fast as iron tools. They would have a durability somewhere between iron and diamond. They would be crafted using water buckets (and sticks of course).
I like the idea. But i don't like the part of the tools being made out of water. Mabe some material that makes it so you can mine under water and full speed. Because right now its like x2 slower then normal.
If you were to go into the ocean with a water tool, managing to make the water stay in the same place, never the less keeping it on a stick, wouldn't the water molecules fuse with the ocean water? If I swung some water, it flies in all directions. You might as well not make buckets and use the iron for tools.

Your trying to make this sound like I would try to make a pickaxe out of water in real life, in which case it wouldn't work. But in this case...IT'S MINECRAFT, THE GAME HAS GIANT SPIDERS AND EXPLODING ZOMBIES, A LOT OF OTHER STUFF DOESN'T MAKE SENSE!
I wouldn't mind seeing obsidian used for tools. And make that so it can be used under water. Of course that wont happen, So yeah ore found under water to make water tools
when i read this i didnt imagine the tool to be a pickaxe made out of water, but a high pressure water gun or something that you shoot at the ground to break it. But I would imagine that out of water it would run out of water fast and lose duriblity extremly quickly.

Actually, maybe. Lapis Lazuli is a solid material, but I only see it slightly more durable than stone tools. The cplot doesn't matter. If it did, a diamond pickaxe wouldn't mine slower in the water.

Water is water. Liquid. Not for tool-making. Bad idea.

Yes it does. Just because it's a fantasy world doesn't mean you can toss ALL sense out the bloody window. Even The Matrix followed rules.
Coral reefs. Implement those and:
A) The ocean could be slightly interesting, please!
