Surprised this hasn't been brought up before (though, forum searches have never been intuitive). The idea for this block is pretty simple. It has two settings, on and off, which are controlled with Redstone. When "off" (unpowered), it is a completely opaque block with the durability of obsidian. When "on", it becomes passable as if it's not there. If a creature is within the block and the power turns off, they become stuck and take suffocation damage until they either die or are freed. It would appear as a mainly obsidian block, but with golden waves through it.* When activated, the block will animate with a "wave" pattern, as well as becoming partially transparent (like water). Any circuitry will flow through it as if it's Redstone wire.
I suggest it's crafted as such ( = Redstone Dust. Sorry for the inconvenience):
This would make the block difficult to create. It also gives gold a purpose other than decoration.
If not that, then...( = Slimeball, = Redstone Dust):
This version also looks like obsidian, except with bits of green as if it has a green ore in it. When activated, it also becomes translucent, but is a green fluid animated in the same way as water.

There's floodgates that do the same thing (without the durability) made by Risugami. I only clicked this though because I mistyped my name in google...
