Use: They can be used in flower pots and they would still glow. They can be used in brewing to make Mining Fatigue potions, and you can reverse the potion to make Haste.
I like the idea, but I don't like how rare it would be. I'd suggest for it to be found super-rarely, but in biggest caves in any other, more common biome. Jungle maybe?
Blue color ( as jdc997 said) and spawning below y=32 is cool with me.

(That might be a little high though) I disagree as the said mushrooms can be used in making haste, and can be used for light. Something really useful like this should be rare and hard to find.

A light level of 8 isn't going to keep mobs from spawning though. You'd have to have a mushroom on every block.
If it were to have a potion effect, seems like it would be the invisibility and/or glow effect, right?
Fallout radiation-green or that typical glow-toy tealish-blue, I'm fine with either. How about both?!
Regardless of how much light it has or it's potion effects, I'd still love a glowing mushroom for ambiance.

Bethesda had a nod to Notch/Minecraft in one of their games. It'd be cool if Mojang would nod to Bethesda with a Fallout reference: a glowing mushroom that makes a Nuka-cola potion. Or a mushroom cola? Nuka-mushroom soup? Quantum soda?

If it was 11 this would be able to stop mob spawning near it. Its current level is bright enough, as it's slightly brighter than a redstone torch.
Personally, I'd rather they be blue mushrooms, but I don't see a reason why not to have it. Support.

Support. They could be used in ambient builds where you need dim light but don't want mobs spawning.
I think Haste should stick to the beacons, but I support everything else maybe.
