Command blocks can already use timers, just multiply/divide (it depends) 'em scores by 20 to go from second <-> ticks. This wouldn't really make a difference in anyway, but help make it easier for lazy people. Epsilon-ic support (slightly larger than 0 support)
It is so useful for timing!
You can set cooldown to command block.
For example (time in ticks) you set AlwaysActive/Repeat command block cooldown to 1200. So command will be available only every minute.
if you set this command block to "say testing" it will say "testing" only every second.
Or you can set cooldown to 20 ticks. And add some score. It will add score every second. Very useful for clocks.
For example: you need to do countdown 30 seconds.
you set cooldown for command block to 20 ticks and use command "/scoreboard players remove @a TIME 1"
It will remove score only every second.

If i understand right if you hava a repeating command block and a cooldown set to 20 ticks it will go off every second
Could be useful for mapmakers so they don't have to make clocks or scoreboard stuff. Support.
