My suggestion for a new biome would be the Blue Hills Biome, based off the bluegrass of Kentucky and the Blue Ridge Mountains of Appalachia.
1. Terrain- It would have rolling, forested hills (oak and birch trees), waterfalls, and exposed cliffs of stone.
2. Blocks- Bluegrass would cover the Blue Hills, but it would give you dirt if you did not use a Silk Touch tool to mine it. There would be stony ledge-like areas as well as the blue hills themselves.
3. Mobs- Two new mobs would be introduced (found only in this biome)- the Opossum and the Toad. The Opossum would have 8 HP and drop 1-3 opossum hide, 1 opossum tail (a 25% chance for this) and 1-3 pieces of raw opossum upon death. Raw opossum would replenish 1 hunger point, but cooked opossum (smelted in a furnace) would replenish 3 hunger points. The Toad would drop 1-3 Toad Skins upon death and have 6 HP.
4. Items- Nine opossum hides would create three cushion blocks- cushioning a high fall. They would fall like sand or gravel and reduce fall damage once a player hit one. The opossum tail would be thrown for a 50% chance of spawning a new opossum! A Toad Skin would be placed in a furnace and smelted to become leather.
Sorry but this all sounds... "slapped together". And a strange blue-grassed biome wouldn't need to exist just to have opossums and toads. All the opossum offers is just another food sprite and a block that's easily replicated by water. The frog's drops are also just copycatting cows but require a furnace. None of that sounds very original or interesting, so no support, sorry.

I'm pretty sure the newest biome was the Deep Ocean... Jumping from an ice biome to an ocean biome? Perfectly fine. Jumping from an ocean biome to a mountain biome with opossums and toads, whose only purposes are not needed?
The deep ocean let us get ocean monuments, which was very well needed since oceans were pretty much useless. Do we really need possums and toads, all in a biome based off of Kentucky? No.

Although I do like an idea of a blue-green biome this just sounds like reskinning some blocks and items.
Hmmm... The biome itself COULD be supported, but it seems a little empty to me.
