When making a customizable world, a list of biomes would have a separate page.
In that page you would be able to select biomes which can and cannot spawn in a world. On the biome name or on a different (advanced) version of the section there would also be a temperature slider for each biome.
The colder the temperature, the colder the grass colour, snow instead of rain and the warmer (up to a point) the lusher the grass colour and rain instead of snow. Above a certain temperature sand would spawn instead of dirt/snow. There would also be a minimum - maximum hight for each biome.
This would allow for world to have custom biomes, such as a frozen oak forest or a frozen jungle, hilly plains and etc.
It would give players much better control over how the world generates.
I'm all for more customizing stuff for the gamemode, but this sounds like something that might be more trouble than it's worth. The world generation has still has some issues here and there, now not only do we have world customization, but pure biome customiziation within that. However, I don't want to pull the "Mojang can't do it!" card, so moderate support.
