The Slasher enchantment decreases the cooldown on weapons by .2 seconds. This can be enchanted on a sword, but can be applied to other tools using enchanted books. This enchantment only has 2 levels, the first level appearing on level 15 enchantments, and level 2 appearing on level 30 enchantments. This cannot be put on a sword if it already has Knockback on it.
Come to think of this I don't see why this isn't an enchantment, it seems like a really good one. I don't know about balancing since I don't do all that sort of stuff but some kind of enchant to decrease cooldown seems nice.
If it is unbalanced though, I would rather it not be added.
I'm not a fan of tinkering with the very purpose of 1.9's combat but eh... it's plausible. I could maybe support this, but the name "Slasher" seems not-so-Minecraft like

If people decide to apply it to an axe, since now they have more damage, that is just making it more powerful, and giving more incentive to use it. It will now have higher damage than swords and faster hit speed.

good point, however attack speed shouldn't be altered in such a way. the axe for example is supposed to be slower than the sword but more powerful, giving players a choice between speed and strength. taking the delay away (in any form) is basically giving a massive middle finger to sword users, due to the axe losing any form of delay.
however, this could become more balanced if the enchantment were to only be found in dungeon chests. it would be more often than mending or frostwalker, but would make sure that not everyone can have a super powerfull and super fast weapon
You can already decrease the cooldown by 10% with haste beacons. I do not think we need another way to reduce the cooldown.
But let's do some math just to see if this is actually balanced.
Sword cooldowns take 0.625 seconds to fully recover, to simplify that's 0.6 seconds. Throw in this enchantment it's reduced to 0.4/0.2 for level 1 and 2 respectively. Assuming the haste reduction is taken into effect after the enchantment's reduction (Which makes the most sense) it's dropped slightly to 0.18-ish.
Basically sword cooldowns don't even exist anymore.
Axes! Diamond axes take about 1.10 seconds to fully recover. Let's throw in level 1 and 2 of "Slasher" and that drops to 0.9 and 0.7 respectively. So slightly longer than swords. Not enough to really notice the difference. Throw in haste and... 0.63 seconds... Oh. That's only 0.005 seconds higher than swords. Basically the same.
The reason why I am against enchantments that reduce the cooldown is because they simply cannot be balanced. The cooldown is short as it is, and there already is a method to reduce it further. This suggestion basically slaps 1.9 in the face and makes it horribly unbalanced with it's spammable swords that basically have the sweep attack triggered endlessly and it's diamond axes pretending to be swords that can deal 9 damage.
You could also just play 1.8.9 instead of looking to enchant your weapons with Slasher X through commands. No support at all, as the cooldown is based around being there for a reason. Even if you only want it as Slasher II in survival without cheating, still no support from me. And even though I may think "yeah, that sounds fun", still no support, again because the cooldown is based around being there for a reason.
But what if you want to play with the new or end, or elytra. What about shields and every other dang feature added to the game in 1.9. i mean the list goes on and on. If some people don't want to play with the new combat feature, but with everything else, this gives them the opportunity up to an extent. People constantly forget that there were other things added, and now with 1.10 and the snapshots, you can't play with those features either in 1.8.

The goal of your proposed enchantment is to make striking more efficient, yet there's already an enchantment that does just that: Sharpness. Therefore I find this redundant and especially overpowered in conjunction with Sharpness.
The goal of 1.9 was to make fighting more skill based (Timing + Aiming), whereas this would counteract that.

I'm pretty sure that this would make diamond axes overpowered.
Please do some research and come up with numbers for us to see. How does this affect weapons in general?
