This is a very simple idea. When you place water next to crops, they grow a bit faster. This idea would be the same for netherwart, but just with lava instead if water. The whole mechanic would be the same, just switching crops for netherwart, and water for lava.
Seems a bit much for an ingredient that's painfully useful in potions. It's not a horrible idea, but I just think it's a bit much to have the super useful awkward potion ingredient and be able to duplicate the warts and have it grow faster.

That's what I have been doing. It doesn't grow fast. It's very hard to get a very large quantity of nether wart. It's not that, either. It's how long it takes to collect the blocks.
If trying to make more Red N.Brick and N.Wart Blocks, but not make game brake farming Nether Wart for potions, maybe a better option would be less Nether Wart in Crafting recipes. Like Red N.Brick could be 3 Nether Bricks and 1 Nether Wart, instead of 2 & 2, and Block of Nether Wart can be 4 Nether Wart in the 2x2 grid instead of 9 in the 3x3.

Once you have a single Nether wart, you're good to go.
I don't really support this because of how painfully easy Netherwart is to farm. You'll have more trouble getting Soul sand than Nether warts. I find myself having an entire double chest full of Nether wart within 1 hr-1 hr 1/2 from just 10 of them planted at a time.
I've actually always made it a point to limit myself on how much Nether wart I plant simply because of how overwhelming they get. They might go by fast if I craft them into blocks, but then they'll just restock in a matter of minutes, and if you really need that many blocks, you can very easily mass farm them in something insane like a 20x20 farm or something and have 10x more than you'll ever need.
Nether wart pretty much guarantees to duplicate itself if you break it fully grown, so as long as you have just one wart, you can produce endless amounts increasing in exponential growths. It's kinda insane.
