with the release of 1.9, potion tipped arrows has been added, and a whole system for deciding which arrow to use with the bow has been introduced, and i find that very suitable for more arrow types to be added.

Whats the Difference between Arrow types and Enchantments?
both Arrow types and Enchantments add new properties and buff bows, so why would we make some effects achieved through enchantments and others achieved through Arrow types?
there are 2 differences between arrow types and enchantments, and those differences decide which effects should be added as separate arrow types or as enchantments.
1- Being Optional, you can swap between arrow types you have, while enchantments stick to your bow and can't be removed. this means that arrow types should be used for effects with negative parts, or utility uses.
for example, "Bonus Flight Speed" is an effect that should be introduced as an enchantment, because its always useful, no matter the arrow you are using, but "Destroying Blocks" (as an example) is an effect that should be introduced as an arrow type because it doesn't always count as a positive effect, sometimes you don't want to destroy blocks, and thats what arrow types are made for; you can choose when to fire the type you want.
2- Being limited, arrow types are limited, as the arrow is consumed once fired, while enchantments apply their effect to all arrows you fire. the fact that arrow types are limited provides a new use to them; to weaken OP effects.
if we decided to introduce an effect that would be awsome, yet OP to have all your arrows carry it, it can be introduced as a new arrow type with an expensive recipe, which kinda helps balance some OP effects.
Here's my list of suggested arrow types :
Tipped Arrows
Normal Tipped Arrows :
-Crafting : 3 arrows , a normal potion
-Usage : works the way tipped arrows we already have work, though the recipe provides only 3 arrow with 1/3 strength instead of 8 arrows with 1/8 strength
Splash Tipped Arrows :
-Crafting : 3 arrows , a splash potion
-Usage : on impact, the arrow explodes with potion particles to affect mobs in AoE, and like normal splash potions, the effect weakens with distance from explosion center.
however, the impact damage from the arrow it self is weakened to make different from normal tipped arrows, if the explosive arrows had no negativity then the normal tipped arrows would be useless.
Lingering Tipped Arrows :
-Crafting : 3 arrows , a lingering splash potion
-Usage : while the arrow is flying, it drops particles which when they hit the ground they create lingering potion particles that provide the potion effect.
this creates a linear lingering potion effect with higher range, while the lingering potion creates a circular effect.
Needle Arrows
Crafting : same for normal arrows but without the flint, maybe a cactus instead.
Usage : needle arrows are the same as normal arrows, but they deal only 1 (0.5 heart) damage and has no knockback, they are used to be tipped with positive potions without killing your allies.
Fire Arrows
Crafting : same for normal arrows with coal/charcoal replacing the flint
Usage : Fire arrows deal less Impact damage than normal arrows, but they ignite the enemy they hit or the block (unless its not ignitable).
they are less useful than normal arrows in terms of damage, but they have different uses :
1- Siege : these arrows allows igniting structures from a distance, and the fire may spread, which allows destroying structures with a load of these arrows.
2- Lighting : want to explore a very dark cave but you need light before you approach? launch a fire arrow and the fire will provide temporary light for you to see and go inside to place a torch.
3- destroy equipment : since armor/shields lose durability for every damage instance and not for the amount of damage, multiple damage instances remove much more durability from enemy equipment.
what about the fire aspect enchantment??
it will be replaced by one of these enchantments (others may still make it to the game, but only one will have to replace it)
1- Igniter : increase the duration of fire caused by Fire Arrows
2- Elemental : basically strengthens all unique arrows effects by increasing their duration
3- shock : acts very similar to the old fire aspect bows by adding periodic damage following the initial damage, however it doesn't have the other properties.
also don't mind the names i'm not very good with them
Bouncing Arrows
Crafting : same for normal arrows with an additional slimeball (shapeless)
Usage : Bouncing Arrows work like normal arrows, except they bounce on blocks (just like how they bounce off shields but stronger), allowing the player to fire on walls to hit hiding enemies.
Crafting : same for normal arrows with bone instead of flint
Usage : deals much less damage than normal arrows (maybe 1/4??), whistle arrows make sound when flying, which can be used as distress calls, or to freak mobs out ( all mobs who hear the whistle act like if they were hit by the player)
Propelled Arrows
Crafting : same for normal arrows with a firework (shapeless), flint can be excluded or replaced by anything from other arrow recipes.
Usage : the propelled arrow maintains its speed longer than normal arrows, and it blows at the end of the duration of the firework, if the firework doesn't contain a firework star the arrow will not explode, however it will stop propelling after the duration ends and will start to lose velocity.
these properties allow for various uses of the propelled arrow :
1-maintain strength : since arrow strength is based on its velocity, the propelled arrow maintains its strength longer than normal arrows which start to lose velocity faster, note : it doesn't increase damage, it only allows the damage to remain high for longer duration.
2-distance : obviously, since it doesn't lose velocity immediately, it can travel for longer distance, unless its rocket was explosive then the explosion may stop the arrow earlier.
3-accuracy : propelled arrows resist gravity more than normal arrows, and will only start to get affected by gravity when the duration of the firework ends.
in short, smoke stars can be added to fire works to add a trail effect (while firework stars add an explosion effect), when combined with the idea of propelled arrows, this allows the smoke trails to be directed wherever the player likes, instead of only flying vertically like normal rockets.
also propelled arrows allow you to make the famous Korean Hwachas by using dispensers, YAY
Cluster Arrows
Crafting : same for normal arrows with 3 flints
Usage : launches 3 weaker arrows at the same time.
there could be a version which launches 5 arrows, not sure if it will be OverPowered

the new idea can't be applied to the enchantment because it changes the usage of the arrow, enchantments should only buff arrows, if arrow types are only buffs then why make new arrow types? why not just new enchantments? the arrow types should introduce new different uses to arrows, thats what makes them different from enchantments.
for the propelled arrows, how can you put explosions to the arrows through enchantments? if you are talking about range, since the propelled arrow can be combined with other arrow types, thats right and its actually quite a common suggestion to add a "sniper" enchantment that increases range, however i find that a bit unbalanced and the addition of rockets to the recipe limits the usage of it.
