The problem is that they are enormous, empty, and have water take up too much space in all three dimensions without any reason to go in it. While I acknowledge that it's unlikely this suggestion will completely solve the issue, I hope to at least create a start in filling them in.
First, some aesthetic things.
Andesite Outcropping
I think it would be nice for the mostly flat surface to occasionally be broken by small outcroppings of andesite. Andesite has the properly weathered feel that fits in this environment.
A gap in the seafloor will lead you down, then up into a long cave that contains a skeleton spawner and a chest in the back. The floor will be covered in water, making this a somewhat difficult challenge to take head-on. These will be about as common as dungeons.
The loot is as follows (percentages being relative chances of appearing):
Name Tag (50%)

Gold Ingot (30%)
Sponge (30%)
Bucket of Water (100%)
Finally, two new blocks.
Silt
About half of the gravel in Deep Ocean biomes will be replaced with silt, a gravel variant that is speckled light blue and brown. It acts exactly like gravel except that it drops prismarine shards instead of flint. This is to enable a method of obtaining it that doesn't involve endlessly grinding or creating a farm at an Ocean Monument, but is still somewhat difficult to obtain.
Deepbrush
(I apologize for the darkness. I wanted to demonstrate the light levels as one would normally see them.)
This is a plant that spawns about as often in Ocean/Deep Ocean biomes as pumpkins do on land, replacing a couple of gravel blocks. When broken, it drops 1-3 Prismarine Crystals unless mined with Silk Touch. Deepbrush slowly replaces gravel over time until it detects that five Deepbrush blocks are adjacent to each other, in which case it stops. It breaks immediately if not adjacent to at least one water block, and gives off a light level of 3.

The dungeon is interesting, but the loot seems kinda lacking, maybe a chance of Iron as well? SEMI-SUPPORT
Finally, a new block and a small mechanic change.

This is to enable a method of obtaining it that doesn't involve endlessly grinding or creating a farm at an Ocean Monument, but is still somewhat difficult to obtain. This would likely require some new type of block, unless there's a way to have the same block have 2 different drops based on it's location. MOSTLY SUPPORT

This is a plant that spawns about as often in Ocean/Deep Ocean biomes as pumpkins do on land, replacing a couple of gravel blocks. I'm not very fond of the name "Marine Outgrowth" and would change it if I had a better one. I'll agree that it needs a better name, but I don't see anything wrong with it overall. SUPPORT
In response to the loot seeming lacking, I'm simply not sure there needs to be any more. The loot it has seems fitting, and any more would just be extra junk. Glad to have your support on most of it, though.

The andesite outcroppings look good, alhough I feel they could easily be made a bit bigger, to make them stand out from the ocean floor more.

The underwater cave should be a bit rarer then it currently is, I feel. Something like half as common as dungeons are. They would be a lot easier to spot, as they wouldn't be completely concealed underground as regular dungeons are.
Not really a fan of having a block behave differently in different biomes, so I'm not sure how I feel about gravel dropping prismarine shards. Adding a variation of gravel that dropa prismarine would be better IMO.
And finally,I've been waiting for Mojang to add underwater plants. Great idea!
As for a name, how about "Deepweed"?

The thing is, when it's dark, it's hard to see. The image you see is with night vision, very close up. I wandered away to build the other things and had a hard time finding the opening when I came back, even despite night vision and the fact that it wasn't very far away to begin with. Doesn't help that stone and gravel blend together.
Seems to be a problem that people are going to have until I change it. What do you think of a light-blue-and-brown speckled kind of gravel? Perhaps 'silt?'

the andesite pillars should be larger - that would allow better shapes than in the first post. with a light-emitting plant down there, it could make a really nice view.

i don't see the point in it and prismane is supposed to be something you have to work hard for by fighting a water temple so if you line the floor of the ocean with it there goes all the hard work you should do :/ so silt is pointless

Agreed about the Andesite. As you can see by the pictures further down in the thread, that was more my intent with them. I just haven't changed them.
Those dungeons are a bit too small. The difficulty lies in trying to cross the water-covered floor while getting shot. Kinda needs to be space to do that.
I don't see a point in Prismarine being something you should have to work hard for. It's simply not a practical substance to work with unless you build a grinder. And you shouldn't have to do that.

Okay, updated based on feedback. "Marine Outgrowth" is now "Deepbrush" and the flint->prismarine mechanic now has its own block, silt.

The reason? They're simply ugly. Redesign them, maybe, but right now they are just jarring and unnatural-looking.
