I don't think this is a bad idea, but since the code isn't written by Mojang, it will be harder to modify, to keep it compatible in the future. I don't think Dr Zhark lives in Sweden (I could be wrong), so hiring him isn't an option. Maybe Notch could communicate with him if they need him to modify it. Also, other than horses, the mobs are kind of useless. They would need to have unique, useful drops. As an example, maybe lions and bears could drop a cool lion/bear pelt that could be worn as a hat and coat. Or birds could drop colorful feathers, and you could identify who shot an arrow by its color.
It's not an issue of who owns the code, but of how well it's documented. The code was written by Dr Zhark. It can't be picked up by Mojang and edited easily without the Mojang devs knowing their way around the code.
While I think this is a good idea, I believe too many animals and monsters takes away the purpose of minecraft: To build awesome stuff with the world around you. Think about it. Those creepers are bad enough ruining our houses. Imagine trying to get resources with creepers, werewolves, sharks, ogres, and more after you. While some may like the challenge, I personally would not. However, I will admit if i have no main purpose for my game I will enable the mod. But it should have some sort of GUI if incorporated into the game. Maybe a way to turn off certain creatures. I don't know but that's my honest opinion.
