Ever wanted making a map to be easier and more simplified? The Tinkerer's Table will help with some of that.
Only accessible in Creative Mode The Tinkerer's Table has 3 Tabs.
1. Custom Mob Spawning
You can create a spawner with any mob with anything in an armor slot and anything as a weapon all with any level of any enchantment.
You can make passive mobs aggressive and you can edit their drops and their drop rates.
Once done press create and you will have a custom spawner.
2. Fully Custom Enchantments
Give any item a custom enchantment of any level. Imagine Fortune or Looting at 3000!
You place the item in the slot and select an enchantment and the level.
Press confirm and you're done!
3. Custom Item Stats
Wanna change the damage and other stats of an Item? Wanna give yourself more speed or Jump boost while holding an item? Wanna inflict a potion effect via damage with an item? This tab is for you. You take the item and put it in a slot to change it's stats. Then Press Confirm or Undo. then you're all done and you can continue with your mining and or crafting.
Notice the last two tabs can be used in the first one.
So that's the suggestion. Thoughts? I want to see your ideas for more tabs to add before I post to Reddit.
All of this can be done through commands, apart from changing the AI of a passive mob to hostile. But even that could be done easily be having the mechanics of the Chicken Jockey be applied to all passive mobs, making them hostile when ridden by a Baby Zombie.
But the rest of this thread is pointless, it can all be done by using commands or command blocks, so this item has no reason to be in the game.
No reason except making it much easier to create maps. I would love it if NBT Editing was integrating into the game instead of requiring mods, third-party tools, or somewhat ambiguous commands.

You could only get it in the Misc Creative mode menu. No need for crafting.

Your argument is pretty similar to "Why do we need C#? We have machine language!"
Yes, you can do everything this suggestion in vanilla Minecraft already, but it is very annoying to work with. If your command is any longer than a single line, it becomes a pain to check for an error. Having a GUI to manage this would be welcomed by many players. It wouldn't replace commands, because some people would still prefer to work with them and you could still probably do more with them than a GUI would allow.
But, really, I just don't like the command block GUI. Someone should make a suggestion to improve it.
Completely agree with you on that one, commands are a pain to work with. But the solution to that problem should be to improve command blocks and command inputs, not to add an unnecessary block that does the work of a command block, but simplified.
It doesn't have to replace the command block. The only thing that would make the commblock better is if you could type:
Give @? A Potato with Sharpness X, Looting XXX, Flame V and Knockback VII.
And be able to translate that into command language with the press of a button.
Also let's talk accessibility. How many kids, teenagers or even adults are gonna be able to understand commands besides the basic gamemode change? It just benifits everybody to make it simpler for everyone.

It can. However, it is pretty complicated for people who don't know commands. I mean, even I know a good amount of commands, but I do find annoying. That's why I like the features of Too Many Items. It allows people who aren't well versed in command lingo to play around with custom items.
I do like this idea. Not sure about the idea of a table, but overall, I like the idea. Of course, commands would still be around to provide further customization, but this would be good to create custom items fast without much hassle.

Instead of this as an item, I suggest you turn this into a menu that you can open after pressing E only in Creative mode.
