This suggestion is simple really. In Deep Ocean biomes, there is a 50% chance that instead of a normal abandoned mineshaft spawning, it instead spawns a flooded one.
It is exactly the same as a normal mineshaft except all air blocks are replaced with water. In addition, the rewards from chests are increased and there is a good chance to find enchanted fishing rods, fishing-related enchantment books, fish, string, and other fishing-related things. There is also a (very) rare chance for a guardian to spawn in these areas. It is quite rare, but it puts you in a difficult situation if you come across one!

Interesting. there should be LOTs of air pockets in these, though. Even the best Respiration enchant ain't much good at all if there is ZERO air for hundreds of blocks around.

Considering how many fence posts get used in abandoned mineshafts there would already be convenient air pockets everywhere.
Could use more detail. As others said there almost needs to be some air pockets, although you can make your own by mining a hole in the cieling so not really. And the Fences provide too many air pockets, although there could just not be those because they rotted from the flood.
I'm not a big fan of there being more fishing related loot here, that doesn't make sense. It may be flooded and in an Ocean but it is still a mineshaft. Unless it is implied they flooded it on purpose for fishing or something.

Good on paper, but not in a "the way Minecraft's engine handles things" kind of way. You'd be slooowly wading around exploring these tings.

So you're saying that even though chopping down trees for wood and mining stone is worthwhile, even though it isn't a blast? But going through the flooded mineshafts where you are exploring more and actually doing something productive (and to some considered fun) isn't worthwhile? I'm not really understanding your logic...
