The Infernal Construct is another constructed boss (similar to the Nether Boss), although it is a little different.
The Infernal Construct is a 3x7x3 tower of Obsidian and Nether Brick which has three sets of two Nether Cannons going up its side.
The three sets of Nether Cannons continuously rotate at one rotation per five seconds (top and bottom move left, middle moves right).
They emit a powerful beam attack which passes through all blocks except Bedrock and have a range of 50 blocks. The beam will attack anything except for Infernal Constructs and Wither Guardians.

If all Wither Guardians are dead before they respawn, the Infernal Construct loses all of its Armour (but not its Nether Guard), and 5 seconds are added to the respawn timer. These Wither Guardians will randomly teleport around if not within 5 blocks of the player and cannot find a direct path to the player. They have enhanced AI and can open Wooden Doors and will attempt to avoid pressure plates, if possible.
The Infernal Construct will also continuously spawn Nether Scarabs, small mechanical robot devices which will run towards the player, inflicting 1 Heart of damage on Easy, 1.5 Hearts of damage on Normal and 2 Hearts of damage on Hard. They have 4 Hearts and 10 Armour and the speed of a Spider. The Infernal Construct will summon up to 12 of these at any one time. They will also die 30 seconds after spawning.
Furthermore, once spawned a 50 block wide circle of Phase Matter is spawned in all Air blocks around the Infernal Construct which act as a solid block from above and suck entities below it through the block so that they are on top of it, as well as prevent damage from passing through it (to prevent cheating), as well as a 50 block wide circle of Inverted Phase Matter in all Air blocks, which act the same as regular Phase Matter but are solid from beneath and suck entities downwards. Both blocks are removed when the Infernal Construct dies, and despawn naturally when they cannot find an Infernal Construct within 60 blocks of it.
When killed, the Infernal Construct drops 10 - 20 Infernal Brass Ingots, which is used in a few recipes, as well as between 70% and 90% of the Obsidian and Nether Brick.
Summoning
To summon the Infernal Construct, create the following structure (bottom upwards, Black Wool represents Dispenser, Red Wool represents Nether Brick, Iron Ingot represents Iron Block):
Then fuel the Furnace with a Bucket of Lava. It will play a short animation and after 5 seconds (which would be used to create all the Phase Matter) it will activate, spawning all the Wither Guardians.

Infernal Brass is a purple metal which primarily has mechanical uses, here are a few I can think of:

Creates a pillar of Phase Matter up to 32 blocks tall above it. Height is configured in an interface. Applying a redstone signal will change it to Inverted Phase Matter (allowing for descent). The Phase Matter created by the Phase Manipulator is not as effective as that created by the Infernal Construct, and is slower. Crouching will prevent upwards or downwards movement, essentially allowing you to float in place.

I'd recommend a more creative way to meet this boss, because the crafting thing seems like a ripoff of the Wither, and we already have 2 craftable mobs. That part's just me though. The "Phase" things sound like something that probably shouldn't need a boss to obtain.

The idea of "Summoning" it was because we have two bosses: The Ender Dragon and the Wither. The Ender Dragon spawns in a dimension made just for it and the Wither is constructed. I did think about making it spawn in an indestructible arena somewhere in the Nether, but then that involves running around the Nether looking for a boss arena (yay!), and so instead decided that it should be built, instead. I then had to think of some drops, and decided that it should drop some new material for use in crafting (similar to the Wither's Nether Star (which also really needs more use)), and then decided that it should be used in crafting "Phase" stuff, due to it already requiring Phase Matter to not be too easy to cheat on (by just staying above/below it and thus avoiding the beams). Of course, being a summoned boss means that it is easier to refight, unlike if it spawns in its own arena. And technically the Ender Dragon is also a summoned boss after you defeat it once.
I kinda get that it isn't "vanilla" material in that it does not just move around randomly, stopping every now and then to attack/shoot the player (like every other mob in the game), but I felt that that would be too boring, and this represented a unique fight, where players have to move in constant circles in order to avoid taking a load of damage.
Edit: Of course the Teleporter thing may be considered a bit OP. Of course, it requires you to fight the Infernal Construct an average of 2.4 times, as well as the Wither once, in order to craft a single Teleporter. Although the idea of Teleporters would still be a good Creative item, at the very least.
Edit 2: When I was still thinking of this boss, I had thought of it having multiple types, and the Lava blocks being either Redstone, Coal, Iron or Gold Blocks (which would define the tier) and would have more health and drop a Coal, Iron, Gold or Diamond block, respectively (allowing players to combine 4 Resource Blocks into 4 Resource Blocks of a higher tier). What do you think of that, instead of Nether Brass Ingots?

If not, the dispensers may be a bit misleading, since people may think that they can look inside the dispensers. Maybe the dispensers could be replaced by some other kind of launcher, such as an Iron tube that looks like a turret or cannon. Also, is this boss made of actual, mineable blocks (post-summoning, of course), meaning that you can break apart the boss with a pickaxe? Or is it made of what appears to be blocks (and can be stood on) and takes damage when you hit it (sort of like a Shulker)?
The three sets of dispensers continuously rotate at one rotation per five seconds (top and bottom move left, middle moves right) and emit the powerful "Debilitation Beam", which has a range of 50 blocks and passes through all blocks, and when it touches any non-Nether mob will inflict the "Debilitated" debuff, which reduces Speed by 20%, Damage by 15% and Armour by 5 points (minimum of 0). A piercing projectile is something new, but I don't think the new debuff should be added, as it's just a combination of Slowness and Weakness. If the beam was to inflict any effect at all, I think that the beams would be best setting fire to you instead, since the construct's made of Nether materials.

From what I assume, the construct is a stationary mob, so it's not like trapping it in an Obsidian cube would make much of a difference.

Ok, let me clarify some things:
A lot of the issues are due to the fact that the idea went under multiple revisions prior to being posted. Various features were added/removed/modified, and although it should be mostly coherent, I may have left a few things ambiguous.
The Dispensers are, like every other block, replaced by something a bit more unique (so it does not just look like a spinning circle of Nether Brick and Obsidian), something like a Beam Emitter (which could be an idea for a block made from Nether Brass). Although I was originally going to make pickaxes deal double damage (I forgot :P).
Maybe I will take a look into creating a mockup of the Infernal Construct.
Ok, so I agree with you on the effects of the "Debilitated" debuff. Originally it was going to allow players to ignore the Infernal Constructs defense, but was later replaced by the ability to kill all the Wither Guardians within 30 seconds. I was also, at one point, going to make it inflict a large amount of unblockable damage, and Debilitated would be used to ensure that the player does not receive multiple hits at once. Maybe I will, instead, make it inflict Wither III for 5 seconds, or just deal a large amount of damage (or maybe both).

The Nether Guard is just an aura on the Infernal Construct (similar to that on the Wither) which was originally to stop bows being OP against it, and later was modified to prevent block placement (when I had the beam becoming blocked by blocks, although it still sort of applies to prevent player's from easily trapping the Wither Guardians). And you are right, the Infernal Construct is completely stationary.
The armour of a Wither Guardian would probably look like a black variant of Iron/Gold/Diamond Armour. "skills" is a typo of "skulls", and yes, they just sort of collapse, instead of dying into a puff of smoke.
The Phase Matter walls and ceiling prevent the player from just standing above/below the beams and hitting the Infernal Construct with a sword until it dies. It essentially creates a simple arena around the Infernal Construct, wherever the player spawned it, without permanently replacing/destroying any blocks.
Although now that you mention it, "Infernal Brass" does sound better and less generic.
The Phase Manipulator will spawn the Phase Matter above it, which will be destroyed when the Phase Manipulator is destroyed. The Phase Matter is not collectible, and acts like Water/Lava in that input passes through it to the block behind it.
The Phase Barrier is sort of like a very large, partially transparent, door.
As for the Teleporter, I was thinking of XP, but then wasn't sure of how many levels it should cost to use.

Yes, the Infernal Construct is a structure boss which is incapable of moving. It is guarded by 8 special Wither Skeletons, although no special Wither (my ability to explain the concepts in my idea appears to have failed with the Nether Guard). So just 8 special Wither Skeletons.
Summary: The idea is original and interesting but I am a little confuse yet. I have to think more to reach a conclussion. For now I see points in support and opposition:
Disadventajes:
- The consume of redstone problem of teleporter.
- Need more uses.
Points in favour:
- Is a original and useful metal (not the typical material for weapons and tools).
- The suggested machines are useful and does can not be imitate with the current blocks (although can be emulated with command blocks)
- Add more redstone utilities.

So people seem to like the new metal (I was kind of worried about that part), but they have multiple issues with Teleporters. Maybe I will have a look into it using XP, rather than Redstone (or maybe a renewable resource). However, another thing I was going to add (but totally forgot) was that it can consume Redstone from an adjacent chest, which it will do prior to consuming from the user's inventory. Maybe Levels can be stored inside it, which could fix that issue.

Can be made into a circle of Phase Barrier blocks with a single Phase Barrier Controller (similar to a Nether Portal) to create a Phase Barrier ring. When the Controller is powered by a Redstone current fills the ring with Phase Barrier, which acts as a solid barrier.

Teleporter:
Allows for teleportation between any two learned Teleporters in any dimension. Costs redstone to use at the rate of 1 Redstone per 32 Blocks with a 1.5x multiplier when travelling between dimensions. Can be Shift + Right Click by the owner (or any op) to open a configuration interface. The Owner is the first person to Shift + Right Click it.
Configuration Options:
Name: The name of the Teleporter.
Access: How the Teleporter can be accessed. Can be Both (can enter and leave through this teleporter), Enter Only (can teleport to, but not away) and Exit Only (can teleport away, but not to).
Cost (creative only): How much it costs to Teleport to and from this Teleporter. Can be Normal (normal costs), Free Enter (can be teleported to for free, but teleporting away costs), Free Exit (can teleport away for free, but teleporting to costs), Free (does not cost anything to teleport to or from). Infernal Beam Emitter:
Creates a beam in front of the block which travels 20 blocks, or until it hits a block. If the Infernal Construct varies between the different beam-type attacks, it would emit the Debilitation Beam.

Ehhhhh... Not the worst boss idea I've ever seen but I don't know if I'd call this vanilla material. I'd recommend a more creative way to meet this boss, because the crafting thing seems like a ripoff of the Wither, and we already have 2 craftable mobs. That part's just me though. The "Phase" things sound like something that probably shouldn't need a boss to obtain.
The teleporter thing I don't like, as that makes getting around too easy.

The idea of "Summoning" it was because we have two bosses: The Ender Dragon and the Wither. The Ender Dragon spawns in a dimension made just for it and the Wither is constructed. I did think about making it spawn in an indestructible arena somewhere in the Nether, but then that involves running around the Nether looking for a boss arena (yay!), and so instead decided that it should be built, instead. I then had to think of some drops, and decided that it should drop some new material for use in crafting (similar to the Wither's Nether Star (which also really needs more use)), and then decided that it should be used in crafting "Phase" stuff, due to it already requiring Phase Matter to not be too easy to cheat on (by just staying above/below it and thus avoiding the beams). Of course, being a summoned boss means that it is easier to refight, unlike if it spawns in its own arena. And technically the Ender Dragon is also a summoned boss after you defeat it once.
I kinda get that it isn't "vanilla" material in that it does not just move around randomly, stopping every now and then to attack/shoot the player (like every other mob in the game), but I felt that that would be too boring, and this represented a unique fight, where players have to move in constant circles in order to avoid taking a load of damage.
Edit: Of course the Teleporter thing may be considered a bit OP. Of course, it requires you to fight the Infernal Construct an average of 2.4 times, as well as the Wither once, in order to craft a single Teleporter. Although the idea of Teleporters would still be a good Creative item, at the very least.
Edit 2: When I was still thinking of this boss, I had thought of it having multiple types, and the Lava blocks being either Redstone, Coal, Iron or Gold Blocks (which would define the tier) and would have more health and drop a Coal, Iron, Gold or Diamond block, respectively (allowing players to combine 4 Resource Blocks into 4 Resource Blocks of a higher tier). What do you think of that, instead of Nether Brass Ingots?

While the boss concept itself is pretty original, the approach used is sort of "meh". The boss is a bit overcomplicated, as its "Nether Guards" and "Wither Guardians" are just there to boost toughness, instead of beefing up the actual tower (offensive wise; since its defense is strong enough. Maybe some attack other than just beams). I can't say what to do about the Phase Matter is spawns yet, since I can't be sure how it prevents cheating. I may continue my criticism about the Phase Matter when it's clarified. Also, the boss structure is a bit complicated. Who's going to remember that entire recipe involving Dispensers, Obsidian, Lava, Nether Bricks and a Furnace? The recipe should be simplified to just Obsidian/Nether Brick/Dispensers.

Ok, let me clarify some things:
A lot of the issues are due to the fact that the idea went under multiple revisions prior to being posted. Various features were added/removed/modified, and although it should be mostly coherent, I may have left a few things ambiguous.
The Dispensers are, like every other block, replaced by something a bit more unique (so it does not just look like a spinning circle of Nether Brick and Obsidian), something like a Beam Emitter (which could be an idea for a block made from Nether Brass). Although I was originally going to make pickaxes deal double damage (I forgot :P).
Maybe I will take a look into creating a mockup of the Infernal Construct.
Ok, so I agree with you on the effects of the "Debilitated" debuff. Originally it was going to allow players to ignore the Infernal Constructs defense, but was later replaced by the ability to kill all the Wither Guardians within 30 seconds. I was also, at one point, going to make it inflict a large amount of unblockable damage, and Debilitated would be used to ensure that the player does not receive multiple hits at once. Maybe I will, instead, make it inflict Wither III for 5 seconds, or just deal a large amount of damage (or maybe both).
Okay, I apologize for the ambiguity of the Nether Guard. The Nether Guard is just an aura on the Infernal Construct (similar to that on the Wither) which was originally to stop bows being OP against it, and later was modified to prevent block placement (when I had the beam becoming blocked by blocks, although it still sort of applies to prevent player's from easily trapping the Wither Guardians). And you are right, the Infernal Construct is completely stationary.
The armour of a Wither Guardian would probably look like a black variant of Iron/Gold/Diamond Armour. "skills" is a typo of "skulls", and yes, they just sort of collapse, instead of dying into a puff of smoke.
The Phase Matter walls and ceiling prevent the player from just standing above/below the beams and hitting the Infernal Construct with a sword until it dies. It essentially creates a simple arena around the Infernal Construct, wherever the player spawned it, without permanently replacing/destroying any blocks.
Although now that you mention it, "Infernal Brass" does sound better and less generic.
The Phase Manipulator will spawn the Phase Matter above it, which will be destroyed when the Phase Manipulator is destroyed. The Phase Matter is not collectible, and acts like Water/Lava in that input passes through it to the block behind it.
The Phase Barrier is sort of like a very large, partially transparent, door.
As for the Teleporter, I was thinking of XP, but then wasn't sure of how many levels it should cost to use.
Ok, so the Nether Guard is purely defensive, although the Wither Guardians are the Infernal Construct's main form of attacking. Got any ideas for non-beam attacks? Maybe it could shoot something at you, or even spawn some not-very-difficult minions, in addition to its Wither Guardians.
Yes, the Infernal Construct is a structure boss which is incapable of moving. It is guarded by 8 special Wither Skeletons, although no special Wither (my ability to explain the concepts in my idea appears to have failed with the Nether Guard). So just 8 special Wither Skeletons.
So people seem to like the new metal (I was kind of worried about that part), but they have multiple issues with Teleporters. Maybe I will have a look into it using XP, rather than Redstone (or maybe a renewable resource). However, another thing I was going to add (but totally forgot) was that it can consume Redstone from an adjacent chest, which it will do prior to consuming from the user's inventory. Maybe Levels can be stored inside it, which could fix that issue.
