Yes, losing all that XP sucks; it sucks for me too, but you lose XP upon death for a reason: It makes you aware of your surroundings, and actually taking care not to die. Plus, if players were to store bit by bit of XP overtime, they could collect massive amounts of XP from, say, Quartz mining, without having to worry about having it all spill down the drain, making the idea OP.
You are not supposed to store experience directly - that is what enchanting is for, which transforms experience into useful abilities on items or books and is effectively a way to "store" experience - simply enchant whenever you reach level 30 - you'll have to replace your items anyway (1.8+) after a while unless you get Mending on them (in 1.9) and avoid losing them. I consider my enchanted gear to be vastly more valuable than any amount of experience, which is very easy to get back. The game even "punishes" you for not spending XP by making each level cost more and more as you level up.
There are also already several ways to store experience; mine ore with a Silk Touch pickaxe and save it for when you need XP, or trade for bottles o' enchanting (though not very cost effective since 1.8; Mojang made them far more expensive and nearly removed them altogether - this suggests what their view on storing XP is). An effective mob farm can also give you large amounts of XP in a short time, to the point where storing XP is meaningless; you can also breed/kill animals (cook the meat in a furnace, not with Fire Aspect, for additional XP), trade, fish, etc to get XP as well as other useful items (including enchanted books and gear, bypassing the need to spend as many levels on enchanting) at the same time.
I don't think it would hurt to allow us to craft bottle's o enchanting of our own to store xp, at the cost of materials to craft of course. That I would support.
However I think bottles o enchanting need to have a significantly higher xp storage value and that it should be a static value not the 3-11 variable it is now. I'm thinking 25xp per bottle which would mean it would take about 55 bottles to reach level 30 or if you're level 28 and you want to get to 30 for a level 30 enchantment it would take 9 bottles.
I have little interest in bottle o enchanting the way they are now. If your average xp from one was 6 you would need to drink 233 bottles to get level 30.
I know what you are saying. But, depositing one level = depositing experience which takes your from Lvl 0 to Lvl 1. I hope this clears the confusion.
That doesn't counteract what chrispang said in the tiniest amount. In fact, we already knew that.

XP is supposed to be a reminder of how much experience you have playing MineCraft. Hoarding this experience doesn't really fit, and really kills the fact of playing carefully...
Maybe if you can rewrite it to be harder to store XP, I would rethink, but for now,

Ever experience farming with hostile mobs, and then a mob kills you... All the precious experience... Lost.
This suggestion is for Experience Chests, chests in which you can store EXP.
Crafting:
G= Gold Block
L= Lapis Block
O= Obsidian
OOO
GLG
GGG
The GUI: You will deposit experience by entering the amount of levels of experience you want to deposit.
Breaking an EXP chest drops all the experience only. Without a Silk Touch Pickaxe, you cannot get the chest back.
