Sheesh. First, take a chill pill. Then read this:
1. Leather armor is not very good for armor.
2. It is very unlikely that you get enough leather from fishing to actually use it.
3. No one really uses books for enchanting anymore, unless they want multiple enchantments. Having more leather would not make this OP, it would make it more useful to use books for enchanting.
4. Minecraft is not getting "easier', 1.9 has made it much more difficult. Mobs can take you down faster than you can hit them, and Pvp is much more difficult.
5. You are right about minecraft being ruined, thanks to 1.9. However, being able to put an almost useless item to use would not "ruin" the game.

Trading with rare villagers is not a good use always, and rotten flesh is never good for eating (YUK!)
Anyway, when you obtain cows, you can reproduce these, so leather can be obtained easily after.
This is the problem of massive servers (local private multiplayer servers does not have problems), so the administrators of these can apply commands to add more cows or limits of resource compsumition.
Seriously? Minecraft cows are not real, these have a extremely simple IA, can not suffer, think or live.

In theory, yes, but just because something is cheap doesn't mean it is useful. Take wood tools for example. Wood is cheap and renewable and for the most part the only reason anyone makes a wood tool is because they need to get stone, and then it is a single pick used 3 times before being ditched for a stone pick. Stone is more abundant than wood, renewable like wood (although harder to set up as renewable), and more useful. Leather versus Iron is the same. Iron is more common because it is everywhere and Cows are not. It is renewable (but harder to set up), and way more useful.
Making leather easier to get won't make the items it can make any better. It won't make Leather gear very useful other than decoration, it won't make books more useful past the like 45 you need to start enchanting unless you want to use them as decoration, and it won't change how easy Emeralds are to get by trading. Not in a way that matters. But that also means increasing the ways to get it doesn't matter much so it is kind of pointless.
Leather needs more unique uses before it would be worth it to bump up ways to get it. I don't have any uses to offer (if I did it would be a different thread), but that is what Leather needs.

Flesh is not leather. Especially not rotten flesh. Leather is usually skin (though cordovan is muscle fibre). That aside, killing cows is extremely easy. Why bother adding in a new source of leather of, as you say, leather is nigh useless?
2. You can get leather by fishing. And before you say anything about "oh fishing rods will break so you will run out" you can sometimes get fishing rods with Mending on them which won't break. And with Lure 3 you'd be able to catch leather fairly quickly. (I hope in this case.)

Can't kill a VIRTUAL cow but can kill a VIRTUAL person? Logic not found.
Using rotten flesh to make WEARABLE armor seems more gruesome- but that's fine.
Using 9 rotten flesh to make a leather piece that requires a 2x2 grid (Effectively needing 36 rotten flesh to make a piece of leather) is balanced.
Its supposed to be almost useless.

I am not sure about this idea, but I think it expresses a more important idea: rotten flesh has practically no uses.
I don't know if rotten flesh should be able to turn into leather but I think it should be able to be used for something.
Only thing I use rotten flesh for is to trade for emeralds.

Leather and meat are two completely different things. Also rotten flesh can be sold and is the ideal food to feed wolves for healing and breeding.
