Now that I think about it, you're probably right. I mean, the whole point of this is that we don't need the healing effect of the potion because of how saturation's changed. Plus, in splash potion form, it'd be very, very powerful in groups. I'll think about how to rebalance this.
I don't think healing/harming symmetry is a problem. Healing isn't useful. Harming is. Healing is the only one that needs changing. I know it doesn't quite fit the pattern of the rest of the potions, but Health Boost doesn't have an opposite to begin with.

Maybe. "Potion of Health" might be better. I have issues with the current way that potions are named (accurately but weirdly), so it'd be nice if something wasn't directly called after its effect.
Also, I do not support changing Instant Health potions to Health Boost potions, at all. Instant Health is used in situations where you are in danger of dying, so you then bring up your health quickly.
I think that Instant Health should be buffed though, but just for it do heal more health.
What's the point when saturation basically heals all damage within seconds? If I'm fighting a mob and almost dying, I'm not drinking a health potion. I'm eating a steak. That's how 1.9 works.
Also, you forget that Splash Potions exist. These will heal you without the need for drinking it. Throw down a couple of those and you will have healed quite a bit.
