You have a block editor built into the game which allows you stack up to 8 icons in a vertical column from a menu listed below. Depending on the icons chosen, a few open slots might appear to the right of the icon where you could place icons for how to react to a true outcome. The icons represent functions like (block) Update Check East, Charge North (send redstone charge), Illuminate on/off, etc. and these are the basis for a simplified scripted block. New commands could be added to the command menu with new updates of the game. Once scripted, the block is assigned a texture from a choice of several. Of course limiters could be placed on the number of unique script blocks (Smart Blocks) you could create and the number of script blocks you could place in a given chunk, so people wouldn't be tempted to get carried away. In survival mode I would suggest that Smart Block Editor be accessed through a new type of block, like a "Learning Crystal". Crafting recipe for the Learning Crystal? Just off the top of my head, one Nether Star surrounded by redstone blocks.
The Learning Crystal could be fueled like a furnace, and the more icons you add to the script, the more fuel you need. When finished, the completed Custom Block appears in the collection slot of the Learning Crystals menu and you can click above and give it a name.
I realize for PC that command blocks can achieve much the same result, but would require many command blocks to do so, and would lack the same limiters to protect server speed.
The resulting scripted blocks should, in my opinion, be available in Survival Mode so they can be used in maps created in Survival. How else would one get them if not through crafting? And why should maps made in Creative have anything unique to ones created in survival? It's just that in Survival mode you have to work harder to achieve your goal. I would agree if this were just an "ability". But this is a block type with user defined functions. Therefore you should be able to build stuff using Custom Made blocks in Survival Mode (while fighting off creatures, gathering resources to make the blocks, etc). You should be able to make the same redstone contraptions, without any component being only available in Creative Mode. I can understand command blocks being the exception because command blocks give open ended abilities. Once a Smart Block is created, it does only what it does and doesn't accept user commands to do anything else. It is a new redstone mechanical block with custom built-in permanent features. As such, it falls into the same category, in my opinion, as any other redstone mechanical block.
