This suggestion might be classified as a bug fix, depending on how you look at it.
Mobs, unlike players, are picked up automatically by a minecart. Activator rails are supposed to eject the mob. However, I find that depending on the orientation of the rail, sometimes the mob is ejected and then instantly picked back up by the minecart. The activator rail would work better if all mobs experienced a brief cool-down period after exiting a minecart, preventing them from entering another minecart. The cool-down could be a second or less, as it doesn't take much time for the minecart to be on its way.
