The NaturalRegeneration gamerule does well at what its supposed to do, stop natural regeneration.
However, I feel that it's too harsh for mid-level players. Most players are guaranteed to make a couple of hiccups, getting them hit in the process, and each small little mistake then adds up. It's great for skilled players who don't make as many mistakes, but for newer players? It feels a bit overwhelmingly punishing. I suggest an extension to the NaturalRegeneration gamerule, or if that would be impractical, a new gamerule, that enables wounds.
Wounds
One third/half (unsure about this) of damage would be wounds. Wounds are indicated by cracking the empty hearts on your health bar. Unlike normal hearts, wounded hearts cannot be regenerated naturally, and must be healed through potions and golden apples. Additionally, your last three hearts cannot be wounded.
You have 6 wound points here, as indicated by the gray hearts.
Since you have 6 wound points, you cannot naturally regenerate past 7 hearts.
Someone then hits you with a stone sword, dealing 6 damage and 2 wound points.
Again, wounds cannot be regenerated naturally, so you can only regenerate up to 6 hearts now.
Then you drink a Potion of Healing II, recovering 8 points of health back to you.
Since potions can heal wounds, 4 of your wound points have now been healed.
Do note however, potions do not recover wound points directly.
Here, you have 3 hearts missing, and 8 wound points.
You drink a Potion of Healing I, which recovers 2 hearts.
As you can see, your wounds were not healed, as the potion must be overwriting your wounds, otherwise it will just recover your health.

Why are newer players playing with natural regeneration turned off? I don't think a middle-way is necessary, its not like the game is hyper-easy-mode with natural regeneration. I'm impartial though, to be honest.

Is this finished? You have not told us how wounded hearts deal with damage. Do they stop it(thus maling wounds a one time shield) or what? How do they treat normal hearts? Why do we still need to regen them like normal empty hearts?
Wounded hearts are simply empty hearts which cannot be naturally regenerated.
Basically, with wounds turned on, it's like disabling natural regen, but only for the wounded hearts.

Leaving my no-support aside, if this was implemented, I think it would be reasonable if the number of wounded hearts (or protected hearts) was variable, you could choose which side to put them on, and there was no rule on which hearts could and couldn't be. Give choice to the player. One player might want 7-8 wounded, starting on the left just to make the fights harder and make silly mistakes not an issue. Another might want 5-ish on the left so that only big mistakes actually spell death. Actually, wounded hearts sound more useful and better on the left than on the right. Of course, the question then is, what happens in the below situation? Say we have 5 wounded hearts below:

And then you lose 7 of them:
[/][/][/][/][/][ ][ ][ ][ ][ ]
Would the hearts regen like this?:

Of course, two of those wounded hearts are gone forever, but that's some weird HUD stuff going on there. I suppose my solution would be to do some UI magic and make the wounded hearts that are gone forever always go the the right, but thats awkward. Ah, I don't know. Let me know what you think.

Idea is like life in Marvel Vs Capcom 2. You take damage, but if you sub out, a part of that damage is recoverable through regen.
I like the idea as an additional server-option; so long as it's presented as a third toggle for NaturalRegeneration.
