This idea came to mind once I had heard that you can only find the Frost Walker and Mending enchants as loot in dungeons/other lootable places (a.k.a. you can only find them in book form). This is a great idea, in my opinion, but I feel like it could be expanded upon more.
First, I think that the enchantment table (as it stands) is a wonderful item in the game. Also, most of the enchants that you can get with it should stay with it as well.
But here is the but.
What if the new enchantments in 1.9 and some of the "old" enchantments be, not only received by the normal enchant table, but also be found in book form in temples/dungeons specific to the biome they seem to correspond to.
Let me explain.
For example, I would not be able to find the Frost Walker enchant in a jungle temple. I would have to go find a temple in an ice spike biome (or some other snowy biome for that matter) in order to get the book that lets me enchant Frost Walker. And yes, this would require there to be more types of dungeons/temples to find, but not all of them would have to be found aboveground. There could be underground ones as well.
So, below, I have made a list of which enchantments would only be found in biome-specific/dungeon-specific areas. Also, any level of the enchantments below should be able to be found (randomized).
This is just an example. Of course, tweaks can be made.
Now, some of you may be wondering why I made it so that you would have to go to the Nether to get anything with fire protection. To me, it would then be a challenge to go to the Nether and a privilege to receive protection from the burning flames that surround you. I have the same reasoning behind the water-based enchants as well as the Zombie, Skeleton, and Spider enchants.
Also, this system would add a greater emphasis on exploring (depending on if you want a certain enchant or not). Also, there would be even more incentives/rewards for going in and looting special structures in the Minecraft world. A difficulty increase may need to happen to some of the structures in order to make the prize at the end of the tunnel more worthwhile though. Likewise, getting the enchants above should be made much more rare to earn when enchanting with a table (that way they counteract the fact they can be found elsewhere in the world). Enchants need to be reworked so that there is some more structure to an otherwise partially random system.

Doing this would let you enchant any item with a level 1 effect, but using multiple books of the same enchantment would allow you to enchant items with a higher level of the enchant. That would make enchanted books more valuable as treasure.[/p]
This would be pretty neat! Perhaps revamp this so instead, it discusses dungeons and includes enchantment books that spawn within those dungeons? But I have concern- if this is applied to enchantment tables, I wouldn't like it. Is it applied to enchantment tables?

This actually seems like a great way to make enchanting more varied.
The enchanting table was a great idea back when the game was simpler, but with repairing and all those things, there are simply so many ways to get and maintain good enchantments, that restricting the more unique enchantments to books could be a good thing.

Yeah, I wasn't thinking that every time you go into a temple/dungeon that you would find an enchanted book, but with the chance of getting the enchants in the world, we would probably need to make the chance of getting one of the enchants previously mentioned lower when using an enchant table (that way, you want to go explore because taking the risk with the enchant table would be a bit arduous depending on your luck).

This is an awesome thing to add to this idea. You have to find books to unlock enchants...nice!
like players have a rare chance on finding horse armor on dungeons,or valuable items like diamonds.

Support; Gives searching for certain dungeons a purpose, but you should still be able to just get those enchantments via Enchantment table.
