My problem with the generic "X enchantment to make weapon cooldown faster!" suggestion is invincibility frames.
Players/mobs are invulnerable for a half a second after taking a hit, making it so that the most you can hit someone is 2 times per second, regardless of how fast you click or how fast your cool down is. Attack speeds faster than .5 seconds will be fairly useless, kinda why spam clicking was seen redundant to begin with.
That's why I generally have no support for making the cooldowns faster.

This, nobody takes invincibility frames into account when they are the most important reason why spam clicking was and is a terrible system. Plus the amounts in the OP are nothing short of crazy. These are cooldowns for each tool/weapon:
Swords - 0.63 seconds
Hoe - 0.25 seconds to 1 second, depending on tier
Shovel - 1 second
Pickaxe - 0.83 seconds
Axe - 1 second to 1.25 seconds, depending on tier
So the shortest cooldown time is 0.25 seconds and the longest is 1.25 seconds. With the amounts given the highest level enchantment would make ANY weapon spam-clickable. The second level will make all weapons except non-Diamond Axes spam-clickable. The first level is really the only one that is fair in any regard, even though they can only be found in dungeons.

So with the Minecraft 1.9 Update, all 5 main tools are now allowed to be used as weapons.
So I propose this new enchantment
Featherweight I - III (Yes I stole the name from Cosmic for lack of better idea)
Basically it would decrease the cooldown time of your weapon by
1/2 a second for FW I
1 second for FW II
1 3/4 seconds for FW III
Here is the twist though.
The enchants can only be applied via enchantment books, and the books are only
located in dungeon chests
FW I = 2%
FW II = 1.5%
FW III = 1%
So the enchantment is fairly rare, making it a high value item on factions/pvp servers
Also, it would allow your sweet-ass grinding axe to whack the crap out of stuff 1.75 seconds faster!
The boost is a bit small in the grand scheme of things, but I think it is a good idea
