It makes sense that a purely decorative non-trophy item (trophies being sponge, dragon egg, etc.) be renewable. I also like the system that you've created.
Instead of making really complicated spawning mechanics for the Shulkers, a Shulker "Spawner" (a monster spawner block) will generate inside every End Ship. It makes a lot of sense too because the elytra is supposed to be the most guarded treasure of the End City!

Well, Dinnerbone announced recently that 1.9 is almost feature-complete which probably means that any big additions and features to the game are expected to stop coming sometime before Halloween. After that moment will be mostly bug fixes up until the final release. So, us players don't have a lot of time left to get our suggestions in.
With that said, I think it's time to start rallying this suggestion.
Here's what you can do to help this small addition get into Minecraft 1.9:
1) Share this suggestion to your relatives and friends.
I totally support craftable end rods with my own suggestion here (which also suggests a new end ore that is used to craft end rods.).
I like the idea of a monster spawner inside the end ship, because then it would be more difficult to get inside and get elytra and the dragon head.
As for the rest of the end city, I also think shulkers should respawn depending on a cap, but only if no players are nearby. (So you don't keep killing shulkers only to find it instantly get replaced by another one.)

That's a good idea, but it might be too much work for how much time that's left before Mojang wants to focus on bug fixes for 1.9. Dinnerbone will be taking a few months off from developing Minecraft most likely after this month. So, that feature might have to be on hold for 1.9.1, 1.9.2, etc.
Also, I've been noticing that in the poll, there's more people saying that they want this suggestion in the game before the main 1.9 update gets released. That's somewhat interesting to me.

The loot tables will make it much easier to change drops from blocks, mobs, and loot from chests, etc.
Therefore, it'll be even more likely now that this suggestion of Shulker Dust (or something similar) will end up in the game soon: next week at the earliest.

You can't turn ocean monuments or nether fortresses into a base because of the respawning mobs (i.e. guardians, blazes, wither skeletons...)

Sorry I know that what I initially said, and my rebuttal when you replied are two different things, but I am terrible at explaining things. It usually takes someone else who tells me something like "......? I don't understand..." to get it right after the fact. I hope it didn't confuse you too much!

No. It is not impossible to turn a map structure into a base. XBCrafted has proven that it's possible through his Hermitcraft LP. It's a challenging task, but still doable. To a turn a structure of hostile creatures the game originally created into a base or whatever else you desire, you have to conquer it. You'll need to understand the mechanics of the place. Once you learn, you'll be able to have immense control over it.
In general, to control mob spawning, you'll have to understand how it works in Minecraft. I recommend that you research about it, such as through the wiki or YouTube.

Hey man! End Rods are now craftable in the latest snapshot that came out today (or late yesterday,) gratz! I don't know what the craft is, but it sure sounds neat. Who knows, maybe you are a source of inspiration?
