Recently, I’ve been trying to get Mojang to make End Rods renewable and add stairs and slabs for End Stone Bricks, but I need you, the Minecraft community's, help to get these ideas recognized.
This thread is about the End Rods. End Stone Brick stairs and slabs will be in a separate thread.
So, with the into out of the way, lets talk about the End Rods from the 1.9 snapshots.
End Rods are a great flexible addition to decorative building in Minecraft! They can be placed facing upwards, upside down, and horizontally. It's such a great block for building. But for being solely exists for decorative, it’s a shame that they aren’t renewable/farmable because once you take out all the rods from one End City, you have to go find a new one to get more which can several boring hours to do.
Furthermore, the Shulkers seem like they’re only in the cities to get in your way. They are challenging foes to fight, but they drop absolutely nothing when you kill them, not even experience orbs. Why on Earth has Jeb and Mojang not given this tough mob any rewards (other than time constraints with the snapshots)?!
So, my idea to solve this issue is that Shulkers should drop 1-3 (up to 6 with Looting III) of a new item called Shulker Dust. Two of this item is used on top of a purpur slab in the crafting grid to craft 8 End Rods.
*Note: The eggs are placeholders for Shulker Dust.
*Purpur Slab? - Simple. End Rods have a thin purpur base.
*Regarding Shulker Dust, my idea came from the projectiles Shulkers attack with. As you can see in these following screenshots, these projectiles are nearly identical to the color of End Rods, but most importantly:
The Shulker’s projectiles GLOW and emit WHITE PARTICLES, the same particles emitted by End Rods!!
Great! I think I’ve found the source of light in the End Cities: the Shulkers! These pesky creatures contain the light energy in this new frontier of the End.
So, the End Rods gotta come from the Shulkers!
Shulkers Respawning
Now, I did say I wanted these End Rods to be renewable/farmable right? Well, what I just described about this crafting material from Shulkers isn’t enough. It would increase how many End Rods you’ll end up with per End City, but you’re still going to have to find new ones, unless . . .
the Shulkers are able to respawn.

I’m not suggesting Shulkers to respawn just so we can farm them (even though it would probably be really difficult and unreliable). I know Mojang tends to not like mob farming, but I and probably other people don’t want to have to spend boring hours to find End Cities just to get End Rods. Do we want to be doing this? For most of us, no!
With that said, here’s how respawning of Shulkers could work:
Shulker Respawning Mechanics:
*WARNING*
Technical information is inside. You may not be able to understand it.
Mob Cap (Ideas):
1: When the End City generates, a mob cap for Shulkers is set for it, according to the amount of Shulkers that originally spawned.
2: If there are 4 or more Shulkers in one segment of the End City, no more Shulkers will spawn there.
3: Shulkers share the mob cap with all other hostile mobs (but they won’t spawn very often).
4 (Probably the best option before 1.9 is released): A Shulker spawner generates inside the End Ship's treasure room. Spawning of shulkers isn't affected by light levels.
Spawning Mechanics (For Options 1-3):
Shulkers respawning would be very similar to ordinary hostile mob spawns, except with some special rules.
They can spawn in up to packs of 3.
Shulkers spawned by this method can despawn (I found out that Shulkers don't despawn by default).
*The initial spawning block chosen has to be inside a bounding box of an End City.
*Light doesn’t affect the spawning of Shulkers.
*The block beneath the spawning location has to be a solid opaque block.
(Shulkers can cling to these types of blocks, like purpur blocks, but not an upside down slab or stair. This is to prevent the Shulker from teleporting immediately upon spawning.)
*Nothing but air can be inside the spawning block. (Shulkers behave very similarly to blocks). This also prevents teleportation upon spawning.
*Once all of the above points evaluate to true, there is a 5% chance for the pack of Shulkers to spawn (spawning fails 95% of the time).
And there you have it: that’s my crafting recipe for End Rods, and how to make them renewable for Minecraft 1.9, while still having to find an End City.

Jeb is a really creative developer for Minecraft, but he can sometimes struggle to come up with new ideas. So, having us as a community to back him up is really good.

Probably. Most map structures in Minecraft have a whitelist for mobs of each category that can spawn there. End Cities would spawn only Shulkers.
I just realized that Shulkers don't despawn on their own. So, perhaps set a data tag on pre-generated Shulkers that tells the game that these Shulkers cannot despawn while those that spawn after the End City's generation don't have this tag, and thus can despawn.
We're expected Mojang to release a new snapshot tomorrow morning (EDT). It could contain an End Rod crafting and/or End Stone Brick Stairs and Slabs or neither. We'll just to wait and see.
End Rods are the End City's equivalent to Sea Lanterns, except they aren't renewable, unlike the lanterns.
I'll give Mojang some time, depending what they release this Wednesday, to implement what I've talked about here. If additions and changes are irrelevant to the End, I want to start a rally to get them to add this because it'll be better, gameplay-wise, than having to spend hours to find more End Cities. That's generally more boring to do.

How about them dropping a yellowish white dust named Shulker dust? Then you could use that to craft your end rods.

The Shulker Dust's texture can't look like Glowstone or Redstone Dust. Notch made Glowstone Dust and Redstone Dust only hue adjustments

Neat idea. All Mojang will have to do then is make the Escape Area Box that's used for Monster Spawners match the bounding boxes of End Cities.
Well, I think I've got this situation spot-on now! I'm very, very certain for why End Rods haven't been made renewable. It's simply forgetting about it, a very natural, human thing to do!
I was watching the Upcoming Features Panel from Minecon this year, and Jeb said this during the presentation:
"Whenever we add new blocks, we want them to be infinite."

The key word I see here is "infinite". Jeb and the other developers want to make building blocks they add infinite which is a very nice thing they do for builders. However, they just forgot about the End Rods. So hopefully, they'll look back at them when they get closer to wrapping up 1.9.
We can still suggest ideas to the devs, but don't expect them to be added next week or the week after.

Renewable/Farmable resources means the same to me.
Yeah, but not everyone want to grief and travel to these structures. I want renewable( as you said,,slightly farmable,,) end rod. It could be for example more Rarer item(Shulker dust).
For example drop chance 10 % 1-3 from one Shulker
Good point. I didn't even think about people stealing End Rods from other people in multiplayer due to their rarity.
For the Shulker Dust, I meant 1-3 Shulker Dust per Shulker as in a Shulker will always drop at least 1 Shulker Dust when killed, not as a percentage chance.;)

I think for now, we shouldn't be putting too much pressure to get this suggestion to be added by the Minecraft developers.
At the moment, they're busy with other things for the game.
Maybe we can start rallying after next week's snapshot(s)?
Anyway, for the time being, I think what matters for now is getter more people to know about this.

I finally got to making a prototype texture for my Shulker Dust, and it wasn't too difficult to make!
