As Windows, Cortana and Minecraft is a part of the Microsoft Corperation, it'd be easier for them to impliment her into Minecraft; as Microsoft doesn't own Apple or Linux, they may still be able to but only if those companies come to an agreement on the usage of Cortana on their devices or allow the use of their AI's in Microsoft's game; all of which are plausable.
Now, Windows XP, Vista and Vista (SP1) are no longer supported so there would be problems if people are still using these, I'm pretty upset about XP, one of my past time favourite versions.
The downside of having Cortana placed straight up in Minecraft is that you would essencially have to download Cortana again, it would also be another thing for the Minecraft launcher to load; but if everyone's okay with it then it would mean you'd be able to use the resource pack to edit Cortana's voice into anything, so that's something!
A way to get past the some people using something that's not Windows 10 is to make Cortana Integration a downloadable addon for the game, either as a resource pack or an addon to the launcher or maybe it installs some files into .minecraft. It would be better if there was an uninstall option.

There are people who are too disabled to play minecraft normally (such as having no control over your arms, or being blind), maybe you could have cortana be able to allow those people to play minecraft? You could ask cortana to craft an item in a crafting table, or to right click, or left click, or start walking forward or turn left or whatever. Minecraft is already working on adding it so that sounds can appear in chat for deaf people, why not people with other disablties. If you were blind, and wanted to know if it wasd day or night in game, you could say "Cortana, what time is it" and if you have a view of the sky or you have a clock in your inventory, it tells you, but if not, then it says that you have no way of knowing. This way, people still have to do things like make a clock if they are underground.

Why not go one step further and actually implement her as a real AI companion inside minecraft. So like you can say "Hey Cortana let's play minecraft together" and voila you have yourself all of the features previously mentioned in this thread but she's also an actual minecraft player and can help you out as like a partner. You can give her in-game tasks while you're busy doing things and she would also be able to help fight off hordes of monsters. Could be like a whole additional story ark they could implement in minecraft as like quests to do with her. I think Microsoft is really missing the boat on this one XD. She could go missing once in a blue moon after being captured by zombies or something and you have to go rescue her to get her to help you out again.
