So I've been thinking that while the ice spikes biome look nice and all, it feels lacking in something that makes the biome unique. Sure, there are ice spikes not found anywhere else, but then there's jungle biomes with its jungle temple, plains biome with its villages, deserts with its jungle temples, villages, wells...you name it. So, here's my suggestion: Frozen Dungeons!
The Actual Dungeon
These frozen dungeons will sometimes be generated inside the ice spikes biome, and would look like a slightly larger ice spike, so be careful when digging for packed ice.
(Take note of the relatively bigger ice spike.)
It looks like any normal ice spike from the outside, but inside is a completely different story (the torch is added for illumination only and will not appear in the actual dungeon):
The frozen dungeon would look like any underground dungeons, except the chests have a 50% chance of being buried under the floor, like so(Idea credit to Crafterguy3x3!):
You can also find a unique mob here, which immediately leads me to my next section:
The Ice Spirit
These mobs can only spawn out of frozen dungeon spawners, so you'd do well to not destroy them. They have 10 health (or 5 hearts, since 1 heart=2 health). They are slightly faster than a walking player (meaning faster than zombies or skeletons) and they are flying mobs, and each hit will inflict slowness on you for 2 seconds. Also, occasionally they will create a mini-explosion around them which does 3 damage to unarmored players, inflicts slowness 2 for 5 seconds, and deals no damage to blocks(Idea credit to Boltreon!). They would drop 1-2 ice block, 0-2 packed ice blocks, and 0-2 snowballs. This would also make packed ice a renewable resource.

Of course, with chests in dungeons come good stuff, so here are some ideas of what could be found in frozen dungeons (most stats adapted from the Minecraft Wiki):
Buckets - Found in stacks of 1, 54% chance of appearing
String - Found in stacks of 1-4, 54% chance of appearing
Sugar - Found in stacks of 1-4, 54% chance of appearing
Snowballs - Found in stacks of 1-4, 54% chance of appearing
Iron Ingot - Found in stacks of 1-4, 54% chance of appearing
Name Tag - Found in stacks of 1, 54% chance of appearing
Packed Ice - Found in stacks of 1, 54% chance of appearing
Bread - Found in stacks of 1, 54% chance of appearing
Iron Horse Armor - Found in stacks of 1, 31.6% chance of appearing
Music Disc (Block) - Found in stacks of 1, 26.1% chance of appearing
Music Disc (Ward) - Found in stacks of 1, 26.1% chance of appearing
Gold Horse Armor - Found in stacks of 1, 13.9% chance of appearing
Diamond - Found in stacks of 1, 13.9% chance of appearing

I do support the idea of some sort of structure being in the ice spikes biome, a dungeon wouldn't be that bad but the ice Spirit is pretty boring. There's nothing significant that makes unique to the other mobs, well it does have a speed advantage but in such a confined area it isn't much help. I see as the ice cousin of the blaze but nowhere near as memorable.
I think the actual spike that the dungeon is in should be the same height as all the other spikes (maybe a tiny bit taller), so that it's not so easy to spot. But the width/length shown in the pictures looked good.
I also think that there should be a chance to have packed ice, and diamonds in the chests.
It would be awesome if the loot chests were hidden under 1 layer of packed ice (inside the perimeter of the spike though).
What we don't have is Melee ground mobs. I am assuming that Ice Spirits are melee, so I would like to see a mob like this, except not as a blaze clone. Partial Support.
It would be a neat idea, but it is kind of the same as the existing dungeons. Same loot, same arrangements. The only thing that is different is the new mob, but then it isn't very useful. Yes, it would make packed ice renewable, but that is its only use. Also, there already is a lot of packed ice in this biome, so you probably aren't going to run out anytime soon.
I like the concept, but the dungeon should have unique loot, like ice skates, which give you swift, controllable movement on ice, or a sword/bow that gives slowness on hit

Hm, you raise a valid point. I thought of making them spawn rarely around cold biomes (think endermen), but that would kinda ruin the purpose of them being a unique mob. I really have to think of how I could fix that.

I like it all, it's just that they're pretty much ice zombies. They need their own attack. Maybe snowballs? Rapid fire snowballs?

I thought of them having a sort of slowing radius attack, but in such a confined space I think that would make them way too much of a pest. I'm going to set up a poll later, but thanks for your suggestion!

Could you please change the poll to a multi option one (where you can select multiple options)
Partial support. The dungeon loot is pretty boring and nothing too special. Maybe add some unique loot?
Maybe a new tier or armor made of ice that can only be found in the ice dungeon. And instead of them being a chainmail copycat, they could have more durability but less protection that iron instead of chainmail which has less durability but the same protection as iron.
And the dungeon itself could be a bit more apparent. Maybe adding some snow blocks to it could do the trick.

As BloodyGhost9 has stated, Minecraft does not have a flying melee mob yet. I believe the Ice Spirits could accommodate that space and be the first mob to have that sort of mechanics.
The Ice Spirit could also have a new attack like an ice explosion which does 2 hearts to an unarmored player and puts in the player in a slowness 2 effect for 5 seconds.
The last complaint I have for the Ice Spirit is that it doesn't have any drops that makes it a useful mob to farm. Even if they don't drop anything, they should at least give more exp than the normal mob since it's so rare.

I really would like to see this dungeon in minecraft. However, the ice spirit sounds really weak. If it only has 8 health AND takes double the damage from fire damage, a diamond sword with sharpness or fire aspect will kill it instantly. Don't be afraid to make your ice spirits a bit more 'nasty'. Give them more health and make them freeze the player completely when they attack him/her and this may be a really good idea.

The ice dungeon should be a giant mountain/spire with loot near the top. There should be a path inside/around the spire leading to the loot room. This would have some easy parkour, but the dungeon would be dangerous because of the ice spirits.
The ice spirits should spawn all around the dungeon, instead of spawning around a spawner. The mechanics would be similar to the spawning of guardians in the ocean monument. This means that the spirits are not easily contained and they would be greater in number (which is important since they have low hp)
Lastly, I have a revision of the ice spirits:
-6 health (3 hearts)
-5 damage (2.5 hearts, slow-moving projectile attack, it also inflicts slowness for 5 seconds)
-Can fly like a bat
Behavior:
-Drifts around carelessly until it spots the player
-After seeing the player, it tries to keep a constant distance of around 10 blocks
-Flies around very quickly, stopping at random intervals to charge up and shoot at the player
-When it's health reaches 0 instead of dying immediately, it gains 1/2 a heart and becomes "enraged"
-Enraged Ice spirit will charge at the player and explode with the strength of a ghast fireball, inflicting slowness II for 10 seconds
-When an enraged ice spirit dies, every nearby ice spirit has a 1 in 10 chance of having their health set to 1/2 a heart and becoming enraged
-(This means that killing an ice spirit can set off a chain reaction if there are enough nearby ice spirits)
Appearance:
I imagine the ice spirit similar to a blaze; it is made up of a head and six "rods" rotating around it. However, unlike the blaze, the rods rotate vertically and in unison, making the ice spirit resemble an oversized snowflake. When the ice spirit enrages the "rods" fold behind it pointing backwards, making the ice spirit streamlined like a rocket.
Drops:
0-2 ice blocks
0-2 snowballs
0-1 packed ice
(the diamond rare drop you suggested seems a bit OP so I would leave it out.)

With the Ice Spirit, here's the way I see it:
We have ranged ground mobs (Skeletons)
We have melee ground mobs (Zombies)
We have ranged flying mobs (Ghasts)

Eh, I guess that was just a temporary way of making the frozen dungeons more than an underground dungeon copycat. I'll see how I can change that.
