Since we just got our first little taste of what 1.9 will be, It is very possible that this could be something that has already been planned. Nonetheless, here is the suggestion.
Spectral Torches!
In the recent 1.9 snapshot, we got a lot of features. Dual wielding, end cities, new mobs and different types of arrows. The types of arrows were based around potion effects but one arrow was unique and it was named the Spectral Arrow. This arrow makes a mob 'glow' when it is hit with this arrow.
So I thought, hey, how about Spectral Torches.
Spectral Torches act like torches but are different in the sense that they make mobs 'glow' when mobs are within a 7 block radius of the torch. They take the same time to break as a torch. They also affect players. They stack up until 64.

TLDR:
A spectral arrow that works forever but only works with mobs in a certain radius.
So yeah very short, simple suggestion. Please leave some feedback and don't be afraid to point out any flaws with the idea.
Support because of it's simplicity! But isn't the recipe a little too high? I mean the Spectral Arrow's only an arrow and 4 glowstone dust and it makes 2 spectral arrows!

Yeah I don't think this would work, because of the lack of low detail.
Try to put this in.
-Do they stack?
-Would this effect the player.
-How long would they take to break.

For a feature this powerful, I think a glowing block would be better than a mere torch.
And the price is too low... Blase rods can be farmed SUPER EASILY (once you have that 1st Fire Resist potion of course), and 4 glowstone dust is about 1 glowstone block.
Also, a 5 blocks radius seems... a bit low. You'd have to make a lot of these. I'd rather we get a few special blocks rather than a ton of "special torches". A few trips to the Nether and you'll very quickly have enough of these torches to fully lit up a huge base.
As a block emitting light level 15, and with a radius effect of 7 blocks (anywhere that block lights at level 8 or more, all entities get outlined).
After all, Ghast Tears seems like a better ingredient than Blaze Poweder. After all ghasts are some kinds of "immeterial ghosts" hence the link to the "spectral" thing.
Basically, if PvP was enabled on the server, the spectral torch wouldn't add the outline to nearby players.Like Liam said, it could probably be a gamerule, but I did not want to mention that myself since I'd probably receive 30 hate mails about how I just ruined this thread by mentioning optionality (Totz a legit word), and I would probably be banned from their "amazing" pre-Halloween update alpha servers.

The arrow works only temporarly, while this torch works forever. So it is only a good thing if the recipe for it is more expensive.

This is quite an interesting suggestion. It's simple, and effective.
