This sounds like quite a good idea but they should be neutral instead of passive and when hit they should launch snowballs at you and have a small chance of dropping uncooked fish.

I love the uncooked fish idea! I can honestly say I would've never thought of that. The idea of them throwing snowballs literally made me laugh also.+ for you!
I would enjoy having penguins in Minecraft, although penguins healing more than pork, almost twice as much, at least in my own opinion doesn't make that much sense.
I like the dropping of the raw fish, and that they eat the squids. i think they should not drop leather, but some sort of penguin skin (what it is called i will never know.) and then you can fill the 3x3 box with 8 leathers to have a hole in the middle, fill that with a diamond. and you have a penguin suit. works well under water with good speed, and just looks awsome. with a diamond beak... yes... diamond beaks, the highest grade of penguin fashion.
i'd tame penguins and put them in jars, to feed to thy polar bears. eh heh heh heh.
And um,,, polar bears would be fun... i'd tame them... no reason, just tame a polar bear, ride him, have him guard my house and bash the penguins around, pick up the fish to eat, and give me the other items, like the skin, etc.

The penguin meat would make pigs pretty much useless. Why would a small arctic bird provide more sustenance than a plump and juicy pig? And leather, really? How would a penguin drop leather? I understand that cows dropping fully tanned leather is a tad unrealistic but a penguin, really?
Despite this, I do like the idea of biome dependent animals. Although, a penguin, if implemented should drop feathers or something more suited to a bird.

EDIT: I think penguins should drop down feathers, which can be crafted into a cushion to lessen fall damage.
