Fireworks are made out of "1 Paper" "1-3 Gunpowder" to make a rocket with no effect, you could add a fire work star which will decide the explosion effect, like the colors and the shape of the explosion.
smoke stars are similar to firework stars, but they decide the effect of the "Trail" of the rocket.
the name of the original "firework rockets" should be changed to :
Rocket 'or' Blank Rocket / if the rocket was crafted with no explosion or Trail effect.
Firework Rocket / if the rocket was crafted with only one or multiple firework stars
Smoke Rocket 'or' Flare / if the rocket was crafted with a smoke star.
Multi rocket (not sure about the name) / if the rocket was crafted with both a smoke star and firework stars.
Crafting :
the smoke star is made exactly like firework stars, you could add up to 3 dyes that determine the colors of the smoke particles that will appear as a trail, and you could add additional items that change the shape of the trail or give unique effects to it (see Effect section below) .
however, the only difference is that it uses a piece of coal instead of gunpowder to make the fire work star, of course the recipe is shapeless.
so in short its made out of :
1 coal or charcoal
1-3 dyes
+optional bonus item from the listed below --v
Effect :
a rocket that was crafted with a smoke star in it will generate "smoke particles" (like the ones that generate from fire) as it flies, with the colors of the dyes used in crafting the star, and the trail or the particles shape may vary based on the optional added items, here are some examples :
1- a second coal : makes the trail thicker by increasing the amount of created particles
2- Feather : the trail tosses the particles more randomly
3- Glow Stone : smoke particles become shiny (just like the firework particles or spider eyes) making them easier to see in the dark.
4- string : the rocket flies in a "spring" shape.
5- Gold Nugget : makes the trail thickness increase as the rocket flies.
6- Prismarine shard : makes bubbles instead of smoke particles (still uses used colors)
7- Slime ball : makes smoke particles fall on the ground instead of staying in the air until disappearing

Using "Smoke stars" as smoke bombs :
as Mangabors101 suggested, smoke stars could be thrown like snowballs to make an explosion of smoke particles at the location it lands at, the particles will appear in a random cloud-like shape in a 3x3x3 area. it will use the colors used in the star and some of the effects may affect the explosion shape ( like adding a second coal, it will make the explosion bigger, like 4x4x4. but the string will not change the effect of the explosion) .
Aiming the Launch :
currently, launching a firework rocket is done either through dispensers, or by right clicking on a block while holding the rocket in your hand. the idea is to change the way rockets are launched, the old way of right clicking on blocks still works and could be used to launch the rockets straight up.
the new way works by right clicking on the air while holding the rocket, which will cause the rocket to be launched to the direction you were aiming at, allowing you to launch the rockets vertically or diagonally, how ever; the rockets still propel upwards, which means that the rocket will change direction slowly upwards while traveling their way.
the new mechanic also works on dispensers as well. if the dispenser was aimed to the sky, the rocket will travel vertically as usual, but if the dispenser was aimed at one of the other directions, the rocket will be launched diagonally to the direction its facing, it will launch it diagonally to that direction, not vertically.

SOS does not actually stand for anything. It was only a simple, repeatable pattern in Morse Code (... --- ...) that was used for a distress signal. You can read all about it on the wikipedia article, its quite interesting actually. Anyway, support, I would use this for making smoke signals across servers where I do not trust PM's.

There is no point in adding another complex crafting recipe for an new version of a rocket, just us the empty firework base and add "The New Smoke Effect" to it, using the smoke star. (that way you can make a smoke-dispensing firework)
Smoke stars shouldent be useless items, they should able to be thrown like snow balls and when it hits an entety it explodes cousing a 4 by 4 by 4 smoke explosion that lasts around 10 seconds. The effects are added to the smoke star so they when thrown the same effects you discribed can be shown as well. (does no damage but can be used for mini games and sneaky escapes, goes well with my hood suggestion)

This is a very interesting concept, but like as some have said, why not make this as an effect for Fireworks instead of creating an entirely new and seperate item.

When making a fire charge, the special ingredient could be coal or charcoal. This would make the firework leave a thick smoke trail, but not explode. The dye would determine the color of smoke (ink sacs or gray dye is recommended).

I have to say that I am trying to become a fireworks expert and I will be offering a class at some point for those interested.
As I read this I loved it more and more. It would add a bit of flare, or smoke rather, to fireworks displays and could be used
for more than just simple communications. These could be used as a sort of Numbers Station for extremely competitive
servers where spying might be used. Could also be used in pvp as a distraction. Light one off making others think
you are at that location when in fact you are lurking just around the corner.
