Making hoes is pretty much useless after you make your first one. The only time you would ever use it again would be if animals get in your farm. This is a group of suggestions that would make hoes more useful.
1. Wheat never drops 2 seeds when destroyed.
2. Revised stats for hoes.
Wood hoe:
Chance for wheat seeds when tilling: 2%
Breaking wheat: 10% chance to drop a seed.
Stone hoe:
Chance for wheat seeds when tilling: 5%
Breaking wheat: 15% chance to drop a seed
Iron hoe:
Chance for wheat seeds when tilling: 10%
Chance for rose seeds when tilling: 2.5%
Chance for yellow flower seeds when tilling: 2.5%
Breaking wheat: 20% chance to drop a seed
Breaking flower: 10% chance to drop corresponding seed
Diamond hoe:
Chance for wheat seeds when tilling: 15%
Chance for rose seeds when tilling: 5%
Chance for yellow flower seeds when tilling: 5%
Chance for red mushroom seeds when tilling: 2%
Chance for brown mushroom seeds when tilling: 2%
Breaking wheat: 25% chance to drop a seed
Breaking flower: 15% chance to drop corresponding seed
Breaking mushroom: 5% chance to drop corresponding seed
Gold hoe:
Chance for pumpkin seeds when tilling: 2%
Breaking pumpkin: 10% chance to drop a seed.
Edit: Made the poll less disorganized and adding uses for gold shovels and axes.
Gold shovel: Still acts as a wooden shovel in terms of durability and speed. However, it has a 33% chance to get flint when breaking gravel.
Gold axe: Still acts as a wooden axe. However, it breaks eaves at the same speed as a golden sword and does not take double durability for this. Leaves have a 100% chance to drop saplings when broken by a golden axe.
Note: The golden axes sapling drop ability would only be implemented if the ideas for crafting leaf blocks in the 2x2 crafting grid thread is implemented. Otherwise, it would only double the sapling drop rate.
the thing is, the different hoes are already balanced as far as seed recovery. they have similar chances of getting seeds, but you can use a diamond hoe a lot longer then you can use a wooden one, so you are going to get more seeds. Flower seeds are sort of pointless. But at least flowers actually have seeds.

Yes, but why waste diamonds making a hoe? Pickaxes have increased speed and functionality. Shovels and axes have increased speed. Swords have increased damage. Why should hoes only get a durabiliy bonus? Because then people will only make one stone hoe that will last the whole game. As for mushrooms not growing from seeds, jellyfish also don't fly and shoot fireballs.
