I know somebody tried this a bit ago, but he gave no information about what he was actually suggesting, and the thread's been deleted. I just thought I'd flesh the idea out a bit, since it got me thinking.
Appearance: Dark brown; slightly larger than cows, but similar proportions
Temperament: Neutral.Passive until attacked, similar to Zombie Pigmen or wolves, but unlike these, only the bear attacked aggros, not all the bears in the area. Cannot be tamed, but can be bred with clownfish. (or maybe just raw fish. It'd be nice if clownfish had a use though)
Stats: 15 hearts of health. Does 1.5 to 3 hearts of damage, depending on difficulty level
Drops: 0-3 bear meat; 20% chance to drop 1 bearskin; 4 experience orbs.
Uses for drops: Meat can be combined with a wooden bowl and either a carrot or a potato to make bear stew, which fills 12 hunger points but isn't stackable (like the other stews), or it can be cooked directly in a furnace to fill eight hunger points. Bearskins can be crafted into decorative items such as bearskin rugs or wall hangings (good for that medieval look). The rugs would be crafted with wool and string, and the wall hangings with wool and sticks
Native biomes: Forest and variants; Taiga and variants; In caves above y=40

I think this is balanced and pretty well for Minecraft. Though you haven't told us if normal bear meat fills up any hunger.

PS: Saturation is how long the food will last when the hunger bar is full. After a certain time, the hunger will start to drop.
*reads about food on the wiki* Oh, I really didn't understand. I was comparing it to steak or mushroom stew, not realising that rabbit stew even exists (and would be a better comparison than mushroom - meat to meat, not meat to veggie). Almost everything is better food value than I put for bear stew. I have changed it.
People keep mentioning pandas...how would pandas differ from what I've proposed? Passive rather than neutral, since pandas are vegetarian? The bear I'm thinking of with this suggestion is the American Black Bear (it's what lives in my area, lol), a generally less aggressive species which is more likely to run away rather than attack.

I love the idea of dark brown bears in a cave. Except when they are in the dark, they probably should be vicious and hostile. Like how spiders react depending on the time. In the dark they're eyes should glow alittle too, like the spiders.
In my opinion, having bears in caves (above y=40 as OP said) would add a wild feel to Minecraft. Even more than wolves and ocelots do..
I have a question for the OP, would your bears spawn permanently like animals, or sporadically like hostile mobs? If they spawned like hostile mobs, isn't it risky to have bears breed-able? because eventually you could have too many, being that they will keep spawning yet never disappearing. Because you don't want your baby bear cubs disappearing. Yet, at the same time we do all want another use for fish..
On the other hand, I personally would love to run into a wild bear in a dark cave occasionally. This would only be truly random if they spawned like hostile mobs, though.
Its a decision worth everybody discussing over.. Breed-able Bears? Or random reoccurring Bears (I.E. witches)? Or somehow both? Perhaps the Pandas can be breed-able and Black Bears can be hostile?

Having them spawn like animals would be better for breeding purposes, as you said, however in that case, there would still be a potentially hostile mob around if the game were in Peaceful mode. Is there a way they could initially spawn like animals, but still despawn with the regular hostiles? But then putting the game in Peaceful once would get rid of all bears permanently! I guess maybe...hm. How about this: they spawn and despawn like a regular hostile mob, but they also have a limited tameability, for the sole purpose of breeding (similar to the way you can't breed horses unless they're tamed, but bears aren't rideable), and "tamed" bears don't despawn. So if one wanted to farm them, it could be done. Now, how does one tame a bear? My imagination fails me...
Or maybe I'm off-base and they should just be like other hostile mobs. Forget the breeding aspect...?

The mob is balanced and sounds unique and original. The food also seems well balanced by how much use and hunger they provide. I especially like the idea for the Bearskin.
Pretty balanced suggestion and ticks all the right boxes when it comes to information (aesthetics, drops, and the fact you've actually given it a point is nice) so I applaud you for that.
More wildlife ....well, I've always supported suggestions which gives Minecraft improved ambiance, and this is no exception. Full support.

I like the bear rug idea. Would look pretty cool in a hunting tavern of sorts. Right next to the fire place would be a nice fit.
