Pigeons might have to be seperate too, if people agree there should be messenger pigeons.
Do you know if the types of birds (like you said with horses) can be set to spawn in certain biomes? I'd like to not have a completely random bird (say... a cardinal) spawn in a Jungle..
Does it really make a difference (unless they had a particular use)? Cows, Sheeps, and Pigs spawn in the Jungle, and I don't see a problem with that. They should just be able to spawn in forest-like areas (I.e Flower Forest, Jungle, Taiga Forest, Birch Forest, Dark Oak Forest, etc.).

They wouldn't HAVE to add fish and insects, though I would like the idea of actual fish swimming around.... kind of weird, fishing for invisible fish.

for some cases it does for example it would be wierd to see an ocelot spawning on a desert or a wolf spawning on a savanna pigs,sheep,cows,chicken are considered on eveey biome because they are farm animals and we need them everywhere.

I picked Vultures to be in deserts because I thought it sounded reasonable, Vultures are scavengers, and deserts are pretty much, always Dry. Occupying no water, (except in Minecraft), and a human, or animal, would wander and try to travel through the desert. Eventually not finding a way.. the vultures scavenge the remains of that 'human' or animal, Much like what happens in real life. But yea, there isn't any grass to have Vultures spawn on.. but there could be a way.. right?

- AI: He flies away when you are 4 blocks away, flies very high in the skies, and dwells in a tall place. Will attack you when you are close to his nest. He will always try to catch fish and if he success, he will return the fish to his nest.
- Drops: 2-4 feathers, 1 salmon or fish (if killed when he is carrying a fish or salmon)
- Color: same as regular eagles in real life
- Biome: I dont know about eagles but lets say, he is found in taigas.
i think only jungles and forest in general should be able of having birds,
1.-ice or cold biomes dont fit
2.-deserts are better for reptiles rather than birds.
3.-savanna i think they should have only big mobs
4.-plains biomes dont have trees so is unlogical.
5.-forest biomes have trees and a green ambient so its logical birds could live there
6.-jungle biomes could have birds with exotic colors because the large ammount of leaves and trees and the climate it makes sense that those birds live there but also it makes sense that ocelots attack them because they attack birds so we could have a small ecosystem.

I dare say the post is way too complex for vanilla, and seems more designed for a mod.
A suggestion fitting for vanilla would design these birds just like for any other passive mod. It would respect the WAY the other mobs are designed like for instance the amount of drops you give is too high for the sizes of many of those birds, and the amount of drops uses weird percentages instead of sticking to the 0-1 to 1-3 drops for most mobs (witches being a special exception). Biome-specific mobs should be the exception, not the rule.
Too much realism ain't such a good idea in Minecraft. "Bird" is sufficient. Cardinals, blue jays, etc... that's overdoing it !
The biomes limitations is NOT a good idea. You describe the biomes the birds spawn in as if it was still 1.6.4 but in 1.8.1 we have a whopping FIFTY biomes. Sure some are rare but the catch is that more biomes will probably be added later.
Just ONE bird model with a few different skins, able to spawn anywhere as long as it's on top of a leaf block, would do the trick. Aquatic birds would just need to spawn atop sunlight-exposed water to, again, "do the trick". Maybe the odds of each skin for the default bird model would be dependent on the local biomes climate category (snowy, cold, temperate, hot), but no more precise than that. And justy like sheep do not need to have specifics AI or spawning differences per wool color, the birds using the same model would not have special differences either. Maybe a spwan rate dependent on temprature but no other differences.
Spawn Eggs are NOT available in survival - so don't start making an exception here. I wouldn't bother with all that bird nest and eggs stuff. This is ambiance mobs here we're talking about here, NOt tamed pets or farmable animals. Heck, like bats they don't even NEED to have drops.

There are some animals that need to have a biomes-specific spawning rules like i said before for some reason ocelots dont spawn on deserts and is by the fact that they would seem to silly to spawn on a biome they are not supossed to... like i said before this doesnt apply to farm animals because they are on everyplace of the world and it would be game breaking to make that.

I really like this! Maybe add an eagle? Their wingspan could be about 5 blocks? Possibly ride them? SUPPORT!
