The Potion of Shrinking, if you haven't already guessed, shrinks a player. The potion does not affect mobs. There are two levels to the Potion of Shrinking, Shrink I and Shrink II. It can be used to escape other players, (unless they have a potion for themselves... then Good luck with that.), for roleplay purposes, adventure maps, minigames, etc.
Shrink I - Player Height Halved to 1 Block
Shrink II - Player Height Set to 1 slab, (1/4 of the regular height)
Shrink I:
Can go into 1 block holes
Collision hitbox is halved, to match the small size of the affected player
Camera Height is halved, to make the surrounding blocks look-not-so Giant, compared to the player
Mining speed is reduced by 30%
Player 'mass' is reduced by 30% (knockback)
flowing water counts as double the depth
Shrink II:
Can go into 1 slab holes
Collision hitbox is "quartered", to match the size of the affected player
Camera Height is "quartered", to make the surrounding blocks look not so Giant, compared to the player
Mining speed is reduced by 45%
Player 'mass' is reduced by 45% (knockback)
flowing water counts as 'quadruple' the depth
The ingredient to make the potion is a silverfish scale (also being suggested). Silverfish have a 40% of dropping a silverfish scale (47% with Looting I, 55% with Looting II, and 68% with Looting III).
The Option of Increasing the Player's Height Could only used with commands, such as /effect.
Before you say- "People can get through holes and escape minigames and server areas!"- There's a thing called, a barrier block. People can use that. Also, WorldEdit can help with that problem, disabling players from using any items. So, yea.
I don't think there should be separate potions, one for a Player, and one for Mob. Just make it the same potion and be done with it, because I don't see good need to make them separate. About the Giant thing, that is long removed from Minecraft. It's pointless to spawn one in Survival, since it's AI is removed and frankly I believe it's entire code is gone from the game, and for good reason.
Also, I believe this potion can be abusive. Commonly used to 'troll' someone or make them vulnerable in PvP if they were shrunken. And if they were big, it would count for extra damage if someone were to get too close to them in PvP. This potion just has so many cons along with a few pros to it, that I don't think it should be implemented.

It isn't necessary, none of the suggestions are necessary to begin with. They Are Suggestions. I balanced the Bigger VS. Smaller situation. Small Players = Faster (A slight swiftness effect) - Bigger Players = Stronger.

That's why there's a 50% chance it would Increase or Decrease the height of the player the potion is used on.
I also believe it would be abusive in PvP, players could also use it to fit into 1x1 holes and get an advantage over the other players. I Decreased the shortest the player could be, so they won't be able to. Plus, holes can be filled with barriers, so it wouldn't be a problem.
I see almost no need for a size changing potion, it does have minor uses but they are ones that can be solved very easily without the need for a potion. That's why it's a suggestion. Can Command-Blocks make players smaller? I Know Mods can, but it makes it easier so they don't have to update it all the time, what's the use of updating a mod that has something that's already in the game? That is, if this suggestion is used.
When I read it, it does extra damage and such but has a 50% chance of happening. I still don't support because it doesn't feel right in vanilla Minecraft.

A potion having unpredictable effects really ruins the integrity, because any player with half a brain will drink potions right when they're needed, but your potion ruins the point of that because there's no telling what you'll get it. If I'm in a tight cave, and I want to sneak in some small spaces, I'm not gonna drink this shrink/grow chance potion because I might become giant (and maybe suffocate) when I wanted to become bite-sized.
And if that were to happen, my only road to solace is boringly waiting out the potion or if I happen to have milk with me, which I personally don't haul down caves very often. Don't know about anyone else...

It could just be for Shrinking... but there would be no use for growing, unless you want that half-heart of extra damage, but then after that it would be considered "OP". And it would just be used for Trolling, if there was only the shrink part. If only the ingredient to make it was very, very rare... hmm... maybe it could be made with Mycelium

Before, i said you could fit into 1x1 holes , but i realised it was OP, as said by many. So I changed it so you can only fit through 1x1.5 block holes (a block and one slab).
A shrinking potion, yes. A random-effect "maybe-shrinking-maybe-growing" potion, no.
A power level and potion mechanics fitting in line with other vanilla potions., yes. A napolitan ice cream implementation, no.
Potions do one thing, they don't have several effects wrapped up in one item. Also , almost all potions that are extensible, do so with the exact same kind of mechanic: 1 redstone dust.
Originality is taking a new idea, but adding it in a way that doesn't "stand out", as if it belonged there in the first place for the entire time.
So yeah, just keep default vanilla mechanic of most potions: 3 minutes duration, 8 minutes if extended with 1 redstone, 90 seconds if empowered with 1 glowstone. Saying it costs a full block to extend because the effect is so powerful says more that the cost of the main ingredient should be higher and/or the effect nerfed, than about the cost of extending a potion, which should be the same for all potions.
And the effect should focus on the size change ONLY, not on a plethora of sub-effects such as jumping height, movement speed, weapon reach, block-breaking reach, attack strength, mining strength, etc. Even player's own hitbox could be left unchanged.
The only PVP argument I see is that with Shrunk II, fortress defenses would count for less as any shrunk player would need to break only half the blocks to dig a tunnel. Or even "hide or escape" more easily - You could not follow unless you too happen to have a shrinking potion. Well IMHO between carrying Swiftness or Regen or Strength vs carrying Shrinking, IMHO the first set of choices are way more powerful.
If that still bothers you then an easy way to adress this issue is to add a vulnerability to the potion, a way to easily dispel it. Like, if a noteblock plays within hearing range, then it also dispels the Shrunk effect on any player hearing it. That way your fortress can still be fully protected.
One could worry that even in PVE it would make branch mining too easy: branch mining normally reveals 8 new blocks of exposed stone surface when breaking 2 blocks to prolong the tunnel by 1 block. With Shrunk II, digging a single block would reveal 5 new blocks instead. That is a 25% diamond-collecting speed improvement. Very good but not totally game breaking.
Also, you need an original main brewing ingredient. Wether it is a common or rare/costly ingredient would depend on the end effect.
So yeah the idea is obviously quite incomplete here. No support.
Personally, I would find shtinking just enough to enter 1.5 blocks tall spaces to be almost totally useless. Any base I frequent often, would cost way too many of those potions for me to use effectvely as a living area. So it would be only for "spot" special builds. If the world generator spawned true natural smooth stone slabs (using smooth stone texture) and there were many of those around so that sufficiently OFTEN you'd see tunnels that had such passage heights, then yeah, it woul be somewhat useful. But curretly no, so no.
Another thing is I would LOVE the ability to pass under a "slab high" tunnel,too.
So to me the potion should simply directly halve the size.

Shrinking - To get in small spaces, could be used for adventure maps, roleplay, and (possibly) minigames.
Growing - To do extra damage, could also be used for adventure maps, roleplay, and (possibly) minigames.
I Don't think command blocks can decrease or increase a player's height.
